About this file

This is a Questions and Answers document for the B225 HVAC Swamp Cooler Replacement project, dated 15 July 2026. The document addresses clarifications on facility requirements, electrical considerations, schedule, personnel, and hazardous materials concerns related to a design-build HVAC replacement project at Building 225.

Key requirements include: the contractor must conduct NEC-compliant load calculations to evaluate existing electrical service capacity and determine if upstream electrical upgrades are required before proposal submission and initial design, not during construction. If upgrades are needed, the contractor shall include them in the base CLIN price and perform the work; the Government prefers contractor execution of electrical upgrades to avoid future modifications. The project has a 180-day period of performance encompassing both design and construction activities. Building 225 as-builts, structural, HVAC, and electrical drawings are available in attachments, along with mechanical as-builts of existing equipment to be replaced; however, newer as-builts from recently installed units were not available. The Government does not dictate contractor staffing structure or means and methods; contractors may utilize qualified personnel in multiple roles unless specific positions are explicitly designated as non-combinable key positions in the solicitation documents. A corrected copy of Attachment 7 has been uploaded. No HAZMAT survey has been completed on the site, making it the contractor's responsibility to account for potential hazardous materials during project execution.

Questions and Answers

B225 HVAC Swamp Cooler Replacement

15 July 2026

What is the square footage of the shop where the swamp coolers are.

• Please reference the attachments for as-builts.

Are there any drawings of Building 225 as a whole? Specifically, structural, HVAC, or electrical?

• Please reference the attachments.

1. Has the Government verified that the existing building electrical service, transformer, main service panel, and downstream subpanels have sufficient capacity to support the new packaged HVAC units?

• The Government intends to maintain similar overall power consumption for the facility and does not wish to increase the electrical load unless absolutely required.

We understand that upsizing may be necessary if the contractor’s NEC-compliant load calculations show insufficient capacity. The attached electrical drawings represent all available Government electrical documentation for this facility. The contractor shall fully evaluate the existing electrical service, transformer, main service panel, feeders, and downstream subpanels and determine up front whether any upgrades are required to support the new packaged HVAC units. This determination must be made before procurement or installation, so the Government does not need to issue modifications later due to incomplete initial analysis.

2. If the contractor’s load calculations determine that upstream electrical upgrades are required, then yes, the contractor shall include those upgrades in the base CLIN price. This includes any required upsizing of transformer, main service, feeders, panels, or subpanels necessary to support the new HVAC equipment.

• If the contractor’s load calculations determine that upstream electrical upgrades are required, then yes, the contractor shall include those upgrades in the base CLIN price. This includes any required upsizing of transformer, main service, feeders, panels, or subpanels necessary to support the new HVAC equipment.

3. If upstream electrical upgrades are required, will those upgrades be performed by the Government/Base Civil Engineering/Nellis Electrical Engineering, or will they be issued as a contract modification?

• Since the contractor is already performing the HVAC system replacement, the Government prefers that the contractor also perform any required upstream electrical upgrades identified during their load analysis. However, if any upstream electrical upgrades are needed, the contractor must identify and notify the Government now—during proposal and initial design—not later during construction. This early determination ensures the Government can review and approve the required scope up front and prevents any future contract modifications caused by late discovery or uncoordinated electrical work.

RFI 001- Attachment 7 does not open properly. Please provide a working copy.

• A new copy of Attachment 7 has been uploaded. If it does not open, please contact

Capt Peeples at taylor.peeples.1@us.af.mil.

RFI 002- SOW does not state the information about the existing equipment to be replaced.

Please provide nameplate information and as builts of the existing equipment to be replaced.

• See attached for mechanical as builds we did not receive the newer as builds when the newer units were installed

RFI 003- SOW states that the PoP is 180 days. Does this time include design or just construction. This timeline seems a bit quick for a design and build project of this magnitude.

• Yes, per in the SOW section 12.0 period of performance “The contractor shall complete all design and construction activities within 180 days”

RFI 004- Please provide information on what is to be included in proposal.

• This information can be found in the COMBO.

RFI 005- Please provide the sign in sheet for the site visit.

• Please reference the attachments.

RFI 006- Please provide the personnel requirements for this job. Can one person fulfill a role as long as they’re qualified?

• As this is a simplified commercial construction acquisition, the Government does not dictate the contractor's internal staffing structure or means and methods for execution. It is the contractor's responsibility to staff the project appropriately with qualified personnel to meet the safety, quality, and performance requirements outlined in the contract. Unless a specific role is explicitly designated as a 'non-combinable key position' within the solicitation documents, the contractor may utilize qualified personnel in dual or multiple roles as they see fit, provided all contract requirements are fully met.

RFI 007- Has a HAZMAT survey been completed on this site? If so, please provide.

• No HAZMAT survey has been completed.
