GROUNDS MAINTENANCE CONTRACTORS QUESTIONS:

1. Is there a current contractor performing this requirement?

A: Yes, the contract number is FA486116CA021 and the incumbent is A.R. Acosta.

2. If there is a current incumbent can you provide the name of the incumbent and the current contract number?

A: See response to question 1.

3. 1.1.4.1 Does the contractor personnel need a business license to hold a Nevada State Custom Applicators License or just the Contractor?

A: PWS states what is required.

4. 1.1.6.1 Operation of Irrigation system – We understand there are 30 acres of irrigation. How many of these acers have an irrigation system and how many acers are watered manually? Are there waterspouts that can be used where manual watering is required? If not, will the contractor require a water truck to be used?

A: All areas have irrigation system. Water truck is not required.

5. 1.1.6.2 How many heads are included in this number? How many control boxes are there on Nellis? How many zones are there on Nellis?

A: Please see PWS. And Sheet C Map.

6. 1.1.7.1 Will the contractor be responsible for vacuuming or cleaning the artificial turf or just remove debris in this area? How large must the debris need to be to be required for removal?

A: PWS states what is required.

7. 1.1.8 Leaf Removal – is improved ground leaf removal included in the leaf removal under the Estimated Workload Data?

A: Leaf Removal is per Work Order. Please refer to PWS Paragraph 1.1.8

8. 1.2 – Semi-Improved grounds are not clearly laid out in the maps (Sheet A/B) and sheet C is completely missing. Please provide clarity for the unimproved grounds mentioned. All other mentioned areas are clear on the maps except for unimproved grounds.

A: Fence Areas (in sheet B: Fence Perimeter Area 1) are the only areas included in Semi-Improve Grounds. Please see attached Sheet C. Unimproved Grounds reserved per Par 1.4.

9. 1.2 – There are no indications of area size for unimproved grounds located in the PWS, therefore it is impossible to calculate cost.

A: Unimproved Grounds reserved. Ref 1.4, line item not currently included in bid schedule.

10. 1.8.1.1 Tree Care – How many trees are replaced (Not damaged by contractor) on an annual basis?

A: Please see Paragraph 1.8.

11. 2. Service Summary – PO-4 Maintain Unimproved Grounds – States Satisfactory: 1 defect. Are we to assume zero defects are rated at Very good or Excellent? More than 1 defect is marginal or unsatisfactory?

A: Unimproved Grounds reserved. Per par 1.4. If this is required to be included after award, it will be by a bilateral agreement.

12. 3.1 Facilities – Can you provide size of the office space and size of the storage yard and indoor storage space?

A: Office space est. 210 Sq Ft. and indoor storage space est. 6050 Sq Ft

13. 4.2.2 Spill Control – States storage and mixing of Herbicides are not allowed on Base. Can the contractor have the herbicides delivered the day before application and thus stored for less than 24 hours at the Contractor storage area?

A: Herbicide must deliver on time of application.

14. Sheet +B+ Fence+ Area.pdf On page 1 of this PDF states total length: 26056.19 LF Total Area: 313611.6 Sq Ft. Does this length include the fence shown on page 2 of the PDF? If not can you provide the total length and Sq Ft of fence on page 2?

A: Area 3 Fence (page 2) is not required. Will remove page 2.

15. Sheet +A+ Contract + Grounds list the BASH area and 2066.608 acres. Please verify this is the accurate acres.

A: Sheet A has been updated.

16. We noticed APPENDIX F - IRRIGATION SYSTEM DESCRIPTION AND SYSTEM MAINTENANCE PROJECTED WORKLOAD DATA is not attached, is it to be provided later? Is the contract grounds currently up to standard?

A: The Government currently has no workload information, however all the irrigation that's listed is working. Appendix F has been removed.

17. Can the government please provide the last award amount for this effort?

A: This information will not be provided.

18. Can the government please provide the last fiscal year contract cost for this effort?

A: This information will not be provided.

19. Can the government please provide the current contract number/ incumbent name for this effort?

A: See response to question 1.

20. We would respectfully request adjusting the NAICS code and providing industry an appropriate amount of time to respond as this might be the first-time companies will see the opportunity.

A: NAICS has been updated.

21. We were just wondering if there is a site visit that will allow us to look at the areas that make up the scope for the solicitation.

A: No virtual site or onsite visit will be conducted for this opportunity. All required information has been provided within the PWS to allow for proper pricing.

21. Please provide the name of the incumbent contractor.

A: See response to question 1.

22. What is the monthly billing and annual price for the base year and each option period?

A: This information will not be provided.

23. Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number F3G3CE0154AW01 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?

24. If possible, can you please provide the most recent contract or task order number?

A: See response to question 1.

25. Please confirm date of PWS to use for bidding. Per In Combo Synopsis Solicitation Grounds Maintenance, Page 1, Description of the requirement: “PWS dated 4 February 2020”….yet attached for bid documents is Grounds Maintenance Performance Work Statement (PWS) dated 6 August 2020.

A: See revised combo solicitation.

26. Quality Control – Please confirm the submittal requirement to submit the Quality Control Plan with the bid. Typically, the Quality Control Plan is submitted AFTER AWARD.

Per In Combo Synopsis Solicitation Grounds Maintenance. Technical Page 18, Para., 2. Quality Control: The offeror shall submit a quality control plan that addresses Performance Work Statement (Attachment 1) at both the Service Summary area identified in Section 2 and the Air Force Standards identified by Appendix A. At a minimum, the plan shall specifically address information identified in paragraph 2.1 “Quality Control” of the PWS (Attachment 1).

Versus the PSW (Attachment 1) dated 6 August 2020 Page 14 Para 2.1, Quality Control States “The plan shall be submitted no later than the pre-performance conference.”

A: Pre-performance conference is scheduled after award.

27. Per PWS dated 6 August 2020, Para. 1.1.6.2 Maintenance of Irrigation Systems, verify contractor “Maintenance includes but is not limited to …..”replacing damaged or broken control devices or sprinkler heads”….if contractor did not damage or control devices were broken due to sabotage or unknown exposure, not of the contractors negligence, the contractor should not have to replace at no fee. Please provide clarification or limit for bidding.

A: Will reimburse parts replaced in the system. Contractor shall notify COR prior to repair and replacing parts.

28. Per PWS dated 6 August 2020, Para.1.1.6.2, what is the brand name of current pumps, controllers, clocks/timers and how many are there.

A: Nellis has different kinds of controllers but majority of them are made by Hunter/Rain bird. Pls see Appendix A and Sheet C for estimate.

29. Per 1.1.7.1, please verify turf quantity, as google and other measuring site are not quantifying with existing quantity.

A: Lawn/turf = 24.75 and Artificial Turf only by the Gym = 2 Acres

30. There is not site visit identified…can we request a site visit? DAP has requested our SBA Representative provide verification of BDP Plan and current in 8a program with NAICS 561730 and capable through past performance to do this work.

31. Is there an incumbent contract for these services or is this a new requirement? If there is an incumbent, can you provide the vendor name and contract number?

A: See response to question 1.

32. Can you provide a list of equipment and work vehicle(s) being provided by the incumbent for the tasks and subtasks to be performed by all onsite staff assigned to this contract?

A: The Government does not have this information.

33. Is there any historical LOE that the Government can provide?

A: The Government does not have this information.

34. Will a work space be provided on base for the contractor to work out of?

A: Please refer to Paragraph 3.1 in the PWS.

35. Has the Scope of Work, under this new solicitation remained the same, decreased or increased in comparison to the current contract?

A: The scope has increased from the current contract.

36. What is the total contract value of all option years, including the base year for the current contract?

A: This information will not be provided.

37. Who is the current incumbent?

38. Is there a specific contractor currently performing the same or similar work? If yes, can you provide me the basic contract details if available (i.e. vendor and corresponding contract number)?
