About this file
This is a Request for Information (RFI) document containing questions and answers regarding UPS battery replacement requirements for Building 1057 at Creech Air Force Base.
The project involves replacing existing UPS batteries identified as C&D UPS12-495PLP model. Key logistical considerations include: batteries may be delivered and staged on-site in the heritage room/hallway for short-term storage (no more than a couple weeks), with a warehouse available for longer-term storage; no loading dock exists at Building 1057, but personnel can receive and stage batteries if offloaders provide labor; approximately 30 feet distance from curbside sidewalk delivery to the UPS room on the ground floor; no pallet jacks are available on-site (contractor must provide); access restrictions include doors too narrow for pallet jacks, one carpeted hallway with a standard-sized door that pallets cannot fit through, and standard doorway sizes for the work room itself; no stairs or elevators present. The Government has indicated uncertainty regarding contractor responsibility for removing and recycling existing batteries, whether equivalent model batteries are acceptable (Government states specifications must match exactly with zero downsides), and whether load/capacity testing is required beyond functionality testing. A second site visit for testing is acceptable if no payment is required, payment waits until the next fiscal year, or the Government pays for it (with pricing provided in advance). The Government prioritizes completing this work as soon as possible, having attempted to schedule it for approximately 12 months, though will not pay for expedited deadlines. Mr. Eric Moreland serves as the warehouse point of contact for material handling questions.

RFI Bldg 1057 UPS Batteries
Are you able to tell me if there are any delivery restrictions/requirements for building 1057 (will a liftgate and/or inside delivery be required, or is there a receiving dock and/or forklift there)?
1. Will the replacement batteries be installed in existing cabinets or racks?
1. Not sure, I would assume so since it’s a replacement of existing batteries not insulation of a new server.
2. May the batteries be delivered and staged on-site prior to the installation crew’s arrival? If yes, is a secure storage/staging area available?
1. Yes.
1. Yes, we can store them, short term in the heritage room/ hallway besides the room where the work will be done. Not long term storage if it’s going to be more than a couple weeks. Secure from the general population of Creech; Yes. Secure from people in the 15th and 22d; No, but there is no concern of theft or misuses if that is the issue.
1. Doors to work room not big enough for a palate jack.
3. Is the contractor responsible for removing/recycling the existing UPS batteries, or will the Government handle their disposal?
1. Don’t know.
4. What is the approximate distance from the unloading/staging area to the battery room(s)?
1. Depends on where they stage/store. The batteries can be caried on a pallet jack to the door of the room the work will be done in. Then it’s only ~30ft walk. If they store them in the room off the pallet then if would only be about a 10ft walk. If they store it in the hallway next to the work room ~30ft walk.
5. Are there any stairs, elevators, narrow doors, carpeted hallways, or other access restrictions between the unloading area and battery room(s)?
1. No stairs, no elevators. 1 door can get a pallet inside a carpeted hallway that then has a normal sized door that a pallet could not fit through (items can have short term storage in this room; for maybe a couple weeks no more than two). Access to the room that needs work only has standard doorway sizes to access it.
6. Our installer may need to make a second site visit to perform load/capacity testing after installation. Would a second visit be acceptable?
1. Yes, if no payment is required or if payment can wait until next fiscal year or if the Group can pay for it
1. We request we know the price for a site visit before it is done.
7. Please confirm whether load/capacity testing is required in addition to the functionality testing specified in the SOW.
1. I don’t know what the difference is. We are requesting in the SOW for Functionality Testing to make sure it works. If that is part of it, the yes.
1. If there is no loading dock, will someone be available to receive the batteries and allow them to be staged inside prior to installation?
1. There is no loading dock, but the batteries can be offloaded the day of work or maybe a couple weeks prior and brought inside by the off-loaders. People will be available at all hours to receive if they call ahead and the off-loaders provide the bodies needed to offload and stage the equipment/batteries.
2. Is a pallet jack available on-site for contractor use?
1. Not unless you have one.
3. Approximately how far is the UPS room from the unloading/staging location?
1. ~30ft from curbside sidewalk delivery to
4. What floor is the UPS system located on? If it is not on the ground floor, is a freight elevator available?
1. Ground floor.
5. Are there any known access obstacles between the unloading point and UPS room, such as stairs, narrow doorways, restricted clearances, or protected flooring?
1. See previous answers.
1. What is the UPS Make and Model?
1. Info from quote: C&D UPS12-495PLP
1. That is all they listed, if more than that is needed the contractor would need to be queried.
2. Can the battery be delivered to the UPS location or will they need to be moved from a warehouse to the UPS location?
1. See previous answers. Additionally a warehouse is available for longer storage.
3. Is there a dock and can the AFB receive and store the NEW battery prior to installation?
1. See previous answers.
4. Is there room at the UPS location to stage/store NEW and SPENT batteries?
1. See previous answers For NEW batteries.
2. No for SPENT batteries.
5. Are there any obstacles from point of delivery to the UPS ie stairs – carpet – office space – narrow doorways
1. See previous answers.
6. Is there any material handling available at the UPS site ie pallet jack
1. See previous answers if dropping off at Building 1057.
2. If dropping off at warehouse, ask Mr. Eric Moreland (warehouse POC) [eric.moreland.ctr@us.af.mil]
1. Will you accept an equivalent model battery?
1. If it fits every single spec of the original quoted batteries that were needed with absolutely ZERO downsides or characteristic differences.
2. Is there a deadline for the work to be completed?
1. As soon as it is possible. We’ve been trying to get this done for ~12 months now. We will not pay for a rushed deadline, but we want this done at the next available convince.
3. What is the UPS model # and serial #?
1. Info from quote: C&D UPS12-495PLP
4. Is there a loading dock? Is there adequate storage on site if all batteries are delivered at the same time?
1. See previous answers.
5. Does the site have the required equipment to move pallets of batteries within the building?
1. See previous answers.
6. Are the UPS rooms accessible with a pallet jack? Or will hand carry/dolly be required to get the batteries to the UPS battery cabinets?
1. See previous answers.
7. Any obstructions such as narrow hallways/doorways, carpeted flooring, curbs, or stairs?
1. See previous answers.
8. Are the batteries internal to the UPS or in a separate battery cabinet? Does the battery cabinet have its own disconnect breaker?
1. Unknown.
could you please provide the make, model, and serial number(s) for the subject UPS system(s) that needs batteries replaced?
1. Info from quote: C&D UPS12-495PLP
For the UPS battery replacement requirement under F3G1DF6166AQ01, could you please confirm the manufacturer and model of the installed UPS in Building 1057? The technical attachments identify the replacement batteries as C&D UPS12-495PLP but do not identify the UPS unit.
1. C&D UPS12-495PLP, is the only info in the quote, no other info is know or was provided.
