About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Florida Department of Transportation (FDOT) for the Gainesville Pedestrian-Bicyclist Connected Vehicle Safety Application Demonstration project. The addendum provides additional answers to questions received related to the TERL (Traffic Engineering Research Lab) test case, including details on the signalized intersections, passive pedestrian detectors, advanced vehicle detection systems, and power sources to be used during testing at the TERL. The RFP seeks vendors to furnish and install their proposed systems for evaluation at the TERL and a mid-block crossing location.

The project requires vendors to provide at least two passive pedestrian detection devices and two advanced vehicle detection system devices for demonstration and testing. Vendors can use a temporary cabinet adjacent to the TERL cabinet to house their equipment, and the mid-block crossing is expected to operate under solar power. Additionally, testing of the remote antenna configuration is required for the C-V2X (Cellular Vehicle-to-Everything) antennas, with optional testing of the GPS antennas.

Gainesville Pedestrian-Bicyclist Connected Vehicle Safety Application

Demonstration

Addendum No. 4 hereby incorporates the following:

1. Provides additional Answers to Questions received related to the TERL Test Case.

Note: All written questions are reproduced in the same format as submitted by the Respondent.

Question Answer

1. Can you supply us with the location we should have our demonstration equipment too?

1. All available information shall be provided to the vendor while on-site at the TERL. It is recommended that the Vendor has the capability and staff members involved to address any needs with the controller

2. For the TERL intersections, can you please send the road names you would like us to use for creating the Map Data? (Or would you like us to come up with arbitrary names)?

2. The current names of the N/S and E/W roads approaching the mast arm intersection are FDOT-TERL Dr and Morgan St. See attached picture.

3. For the TERL intersections, can FDOT provide controller database controller printouts with phase directionality to ensure we identify vehicular and pedestrian assignments correctly?

3. All available information shall be provided to the vendor while on-site at the TERL. It is recommended that the Vendor has the capability and staff members involved to address any needs with the controller

4. For the TERL test, do we need to outfit both signalized intersections at the same time, or is use of one signalized intersection sufficient?

Section 30.1B of the RFP states that vendors shall bring “at least two (2) Passive Pedestrian Detection (PPD) devices for demonstration at mid-block crossing and signalized intersection (singular)”, but Section III. B in Exhibit A of the Scope of Services states that “The Vendor shall furnish and install its passive pedestrian detector for testing at the signalized intersections (plural) and mid-block crossing at the TERL”. It also indicates that two matching controllers will be provided which is assumed for both signalized intersections, but then only

4. The proposer does not need to outfit both signalized intersections at the same time.

• For 30.1B in the RFP, we were requiring the proposer to bring at least two (2) devices in case one device fails. This is for both the PPD and AVDS. It is up to the proposer to decide how many devices would be needed to make the system work to test at the TERL;

regardless, they should coordinate with TERL.

• Section III.B are the minimum technical requirements for what the proposer plans to use at the study area. These devices must be tested at the TERL.

requires two (2) Advanced Vehicle Detection System (AVDS) devices which would be for the mid-block crossing and only one signalized intersection.

5. For the TERL test, is it required to place our hardware within the existing traffic signal cabinet, or can we place a temporary cabinet adjacent to the TERL cabinet to house our equipment?

5. The proposer can put a temporary cabinet adjacent to the TERL cabinet.

6. Specifically for the TERL test, is the mid-block crossing expected to operate under solar power, or can an external power source be used for the test?

6. The project calls for solar power at the mid-block crossings, so use solar power for the testing.

7. For the TERL test, when the RSU is to be tested with the “remote” antenna configuration, is this referring to both CV2X antennas, as well as GPS antennas?

7. Testing remote antenna configuration is for CV communication, which in this case would be for C-V2X antenna. Testing GPS antenna in remote configuration is optional and depends on vendor’s capability.

The Respondent must acknowledge receipt of this Addendum by completing and returning to the Procurement Office. Failure to do so may deem the Respondent non-responsive.
