Amendment 0001 to Solicitation FA462126Q0052
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Air Force on September 1, 2026. The amendment corrects dimensional specifications and updates the brand name part number for shelving units in a competitive, 100% Small Business Set-Aside acquisition for commercial products conducted under FAR Part 12. The solicitation is administered by FA4621 at McConnell Air Force Base, Kansas, with James Gomez and Wesley Neaves listed as primary contracting contacts.
The amendment modifies Line Item 0001 (Steel Shelving Units) from Rousseau Metal Spider System Model SRD2437 to Model SRD2042 (or equal), reflecting a dimension change from 48" W x 12" D x 99" H to 48" W x 24" D x 87" H. Line Item 0002 (Modular Drawer Cabinets—Rousseau R-Cabinet Series Model R5AEC-5813) remains substantively unchanged except for the updated Statement of Need date. The government seeks 250 shelving units and 20 modular drawer cabinets with firm-fixed-price, fully burdened pricing inclusive of disassembly of existing units, delivery, assembly, leveling, debris removal, and one-year warranty. Quotes must be submitted in two separate volumes (Technical Acceptability—8 pages maximum; Price & Administrative—no page limit) via email to the contracting officers by September 8, 2026 at 11:00 AM Central Standard Time, with a quote acceptance period through September 30, 2026. Award will be made to the responsible offeror offering the Lowest Price Technically Acceptable (LPTA) offer based on evaluation of three sub-factors: product compliance and salient characteristics, overhaul execution and logistics planning, and warranty/environmental compliance. All new units must be installed within a 31' x 98' storage room and positioned within sixty calendar days after receipt of order.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
SECTION M - EVALUATION FACTORS FOR AWARD
ADDENDUM TO RFO 52.212-2 - Evaluation--Commercial Products and Commercial Services
1.0 Basis for Contract Award
Award will be made to the responsible offeror whose quote represents the Lowest Price Technically Acceptable (LPTA) offer conforming to all terms and conditions of the solicitation and Statement of Need dated 1 September 2026.
Evaluation Methodology:
Step 1 (Price Ranking): All received quotes will be ranked in order of lowest Total Evaluated Price.
Step 2 (Technical Review): The Government will evaluate the technical submittal of the lowest-priced quote first. Once two offers are rated Technically Acceptable, evaluation will cease, and award will be made to the lowest price, technically acceptable offeror (subject to price reasonableness and responsibility determination). If rated Technically Unacceptable, the Government will evaluate the next lowest-priced quote in sequential order until two technically acceptable quotes are identified.
2.0 Evaluation Factors and Ratings
Factor 1: Technical Acceptability
Technical quotes will be evaluated on an Acceptable / Unacceptable basis against three (3) sub-factors. An overall rating of "Acceptable" requires an "Acceptable" rating in all three sub-factors:
Sub-Factor Evaluation Description Acceptable Standard
Sub-Factor 1.1:
Product Compliance & Salient Characteristics
Evaluates proposed product specifications, model numbers, and technical cut sheets against Section
3.0 of the SON.
The quote establishes that the offered steel shelving (CLIN 0001) and modular drawer cabinets (CLIN 0002) meet or exceed all dimensions, load capacities (600 lbs/shelf; 400 lbs/drawer), steel gauges, locking mechanisms, anti-tip interlocks, dividers, and safety anchoring features specified.
Sub-Factor 1.2:
Overhaul Execution & Logistics Plan
Evaluates the approach for existing unit disassembly, inside delivery, new unit assembly, site cleanup, and base access.
The quote affirms complete disassembly and on-site staging of existing units; full inside delivery, assembly, leveling, and positioning within the 31' x 98' room within 60 calendar days ARO;
complete off-base debris removal; and full adherence to McConnell AFB base access protocols.
3.
Sub-Factor 1.3:
Warranty & ODS Compliance
Evaluates standard commercial warranty and compliance with Air Force environmental policy.
The quote includes a commercial warranty providing a minimum of one (1) year full repair/ replacement coverage at zero cost to the Government and certifies compliance with Class I ODS restrictions.
Technical Ratings:
Acceptable: The quotation clearly meets all minimum technical requirements, scope elements, and salient characteristics of the solicitation and Statement of Need.
Unacceptable: The quotation fails to meet one or more technical requirements, omits required descriptive literature for "or equal" items, or fails to demonstrate capability to perform the required disassembly and installation.
Factor 2: Price Evaluation
Total Evaluated Price (TEP): TEP will be calculated based on the sum of the extended prices for CLIN 0001 and CLIN 0002:
Price Reasonableness: The Government will evaluate the TEP for price reasonableness pursuant to RFO 12.204.
Completeness: Prices must be entered for all line items. Incomplete or unbalanced quotes may be rejected.
3.0 Contractor Responsibility
Prior to award, the Contracting Officer will conduct a pre-award responsibility determination in accordance with RFO Part 9, confirming:
Active registration in the System for Award Management (SAM.gov).
Acceptable record in the Supplier Performance Risk System (SPRS) per R-DFARS 252.204-7024.
No active exclusions or debarment listings in SAM.
