About this file
This document is a Questions and Answers (Q&A) file for a federal contract solicitation regarding refrigeration system replacement and maintenance services at a military facility.
The project involves furnishing and installing new refrigeration equipment across multiple commercial coolers and walk-in coolers, including condensing units, evaporators, copper and PVC fittings, mounting hardware, insulation, and refrigerant. Key technical specifications include: temperature setpoints of 32°F to 41°F for storage walk-in coolers, 55°F to 60°F for the hallway refrigeration system (serving as a temporary staging area), and compliance with new refrigerant transition rules and regulations. The solicitation identifies ten commercial coolers and ten refrigeration scopes, though a definitive location-by-location equipment list is not available. Work hours are 6:00 AM to 7:00 PM, with work affecting utilities outside normal business hours requiring prior approval from FSS leadership and at least 24 hours' notice. Equipment data will be provided from existing data plates, and offerors must use industry standards for refrigerant selection. Alabama mechanical, refrigeration, electrical, and other required state licenses and certifications are mandatory. Bonding is not required, and minimum insurance is unspecified. A wage determination applies. Offerors may submit itemized price breakdowns by building and system within the single CLIN (0001, 1 EA). The site visit is not mandatory but was highly encouraged. Hot work permits from Civil Engineering are required for any work creating sparks or ignition. Additional submittal requirements beyond the proposal package are not specified as information is unavailable.

1.Are the hallway Evaporators (2.1.3) on the same Condenser?
- Unknown
2.Is there going to be an amendment to replace the Evaporator and Condenser for the Vegetable Cooler in the Riverfront Inn 668?
- Not needed as that is already covered in the SoW – see below.
2.3.7 Salad Walk-In Cooler Refrigeration System
2.3.8 Remove/replace the aging refrigeration equipment serving the salad walk-in cooler to prevent future system failures.
2.3.9 Furnish and install a new condensing unit, evaporator, copper and PVC fittings, mounting hardware, insulation, and refrigerant.
3. The Salad Cooler (2.2.1) condenser is the only condenser that isn't being changed on this project. Changing the condenser will bring the equipment to the new refrigerant transition rules and regulations. Can we get authorization to change the condenser to the new standard?
Yes.
4. The solicitation states ten commercial coolers and ten refrigeration scopes, while SOW paragraphs 2.1-2.3 appear to identify nine system groups, with Storage Walk-In Cooler #1 and #2 grouped together. Please provide the definitive equipment/system count and location-by-location list.
- Specific list is not available.
5. The site-visit notice identifies the Officer Training School DFAC as Building 1485, while SOW paragraph 2.2 identifies Building 1465. Which building is correct?
‗.70❹❶
6. SOW paragraph 5.1.3 states work hours of 6:00 AM-5:00 PM, while paragraph 11.1 states 7:00 AM-5:00 PM. Which hours govern? Please confirm the procedure for work affecting utilities after hours.

15. Are there any special permits required or local permits (City or County) required when working on base?
- If there is to be any work that creates a spark or an ignition, we will need to request a hot work permit from CE (local).
16. Is the Hallway Refrigeration System(2.1.3) meant to be a temporary staging area for the other coolers?
- This is intended to be a staging area.
17. What is the desired temperature setpoint for the Hallway Refrigeration System(2.1.3)?
- 55* to 60* if possible, but as cool as the equipment can allow prior to having the area re-insulated
18. What are the desired temperature setpoints for Storage Walk-In Coolers 1&2(2.1.1) and Overflow Storage Refrigeration System (2.1.2)?
