Statement of Work Summary: DFAC Walk-In Cooler/Freezer Repairs

This Statement of Work (SOW) outlines the repair and replacement of commercial refrigeration equipment across three dining facilities at Maxwell Air Force Base to support anticipated growth in officer accessions beginning in FY27. The work encompasses ten distinct refrigeration scopes distributed across three locations: Dining Facility Warehouse (Building 1033), Officer Training School (Building 1465), and Riverfront Inn (Building 668). At the warehouse, the contractor must replace two storage walk-in coolers, install a new overflow storage refrigeration system, and address a hallway refrigeration system with obsolete R-12 refrigerant. At OTS, work includes replacing leaking evaporator coils in the salad walk-in cooler and furnishing a new condensing unit with evaporator assembly for the salad bar refrigeration component. At Riverfront Inn, the contractor must install new refrigeration systems for a walk-in freezer, milk walk-in cooler, salad walk-in cooler, and meat walk-in cooler. All work requires removal and disposal of legacy refrigeration equipment, proper refrigerant recovery per EPA Section 608 certification requirements, and installation of new condensing units, evaporators, copper piping, controls, and mounting hardware for each system.

The contract specifies a 120-calendar-day completion timeline from the Notice to Proceed for all equipment replacements, electrical tie-ins, and system startups. Work must be performed between 7:00 AM and 5:00 PM Monday through Friday, with weekend and federal holiday work requiring 72-hour advance coordination. The contractor must maintain building occupancy and operational capability during construction, with no more than two walk-in systems offline simultaneously at any facility without approval. All work must comply with municipal, state, and federal codes; OSHA standards; NFPA standards (90 A/B, 72, 70); UFC standards; and EPA refrigerant handling requirements. The contractor bears responsibility for site restoration, daily cleanup, equipment disposal, waste management, stormwater compliance, and furnishing all labor, materials, equipment, and tools. Contractor must provide manufacturer warranties for all new refrigeration components and a minimum one-year workmanship warranty, with opportunity for extended warranty purchases. Building access is provided between 0800-1600 EST Monday-Friday except federal holidays, and contractor personnel require base identification and REAL ID-compliant credentials for access.
