About this file

This is Amendment 0001 to a Request for Quote (RFQ) for fiber optic upgrade equipment issued by the 42nd Contracting Squadron at Maxwell Air Force Base, Alabama. The amendment extends the solicitation response deadline to 1:00 PM CDT on June 19, 2026. The 42nd Operation Support Squadron requires TC Communications TC8000 series Fiber Optic Transport and TC3800 series JumboSwitch equipment with associated accessories to support the Maxwell AFB Air Traffic Control (ATC) Radio Fiber Upgrade Project. The procurement is a brand name solicitation, and only quotes from TC Communications Original Equipment Manufacturers (OEMs) or authorized TC Communications resellers will be considered unless an alternative product receives explicit written approval from HQ AFFSA/XL prior to award. This is a 100% small business set-aside, restricting eligibility to small business vendors only.

Quotes must be submitted via email to A1C Gabriel Colon Saldana (gabriel.colon_saldana@us.af.mil, 334-953-5530) and Jeremy Kersey (jeremy.kersey.1@us.af.mil, 334-953-3526) by the June 19 deadline. Award will be made to the lowest priced, responsible offeror meeting minimum criteria on a competitive firm-fixed price basis. Evaluation factors in descending order of importance are: manufacturer/brand compliance and technical conformance with Attachment 1 specifications; total delivered price including shipping and handling; warranty and documentation completeness; delivery lead time (with delivery required by July 4, 2026); and past performance/vendor qualifications with TC Communications equipment for DoD or federal customers. Offerors must provide dated quotes with unit and extended prices referencing Attachment 1 line numbers, confirm country of origin compliance with DFARS requirements, provide OEM standard commercial warranty, propose realistic delivery dates considering manufacturing and shipping lead times, and maintain active registration in the SAM database at time of quote submission. Delivery is to be made FOB Destination to Maxwell AFB, and funds are not presently available; the government reserves the right to cancel the solicitation at any time without obligation to reimburse offeror costs.
