About this file
This document is a memorandum of minimum salient characteristics for a "Brand Name or Equal" solicitation establishing baseline technical requirements for the procurement of three Custom Mobile Marksmanship Training Simulator Systems for Luke Air Force Base, Arizona, issued by the 56th Security Forces Squadron to the 56th Contracting Squadron on August 13, 2026.
The procurement requires three complete systems, each including core audio/visual and projection hardware: one laser detection camera, two high-performance gaming computers, two wireless keyboard and mouse sets, one short-throw projector, one high-output speaker system, one 22-inch operator display monitor, one 94.5-inch by 168-inch edgeless projection screen, and one heavy-duty ruggedized transport case. Per system, simulated weapons and accessories include four dryfire trainers (two M17/M18 and two SIM 4 IR models), eight gas-operated simulated recoil weapons (four M17/M18 handguns and four M4 carbines), sixteen M4 spare magazines, one 16-magazine charging dock, two CO2 refill stations, one weapon transport case with protective foam inserts, and four portable tactical barricades. Software requirements include Preliminary Marksmanship Instruction compliance, military standard TC 3-20.40 compliance, a core software suite featuring JTS Remote Viewer, JTS Player with scenarios, and four multiscreen software licenses. Training and warranty requirements mandate a three-day operator and maintenance training course conducted on-site by minimum two certified technicians and a minimum five-year total system warranty consisting of one standard year plus four-year extended coverage. All proposed equal systems or components must meet or exceed the specified technical characteristics.
