Question and Answer

1. Q. It is our understanding that all materials for any repairs resulting from the Preventative Maintenance services and any other service calls issued to the awarded contractor are to be provided to the United States Air Force (LAFB) at cost with zero mark-up. We had originally intended to provide a discount off list for any parts for repair/replacement until we had the opportunity to evaluate the responses to the previous questions. My concern is how does the USAF evaluate which contractor provides the best material cost as different vendors may purchase from different distribution partners and may also receive different discounts on those parts? Also, since the awarded contractor will only be reimbursed for their actual cost what is the incentive/responsibility to procure the necessary parts for a repair at the most advantageous cost to the government as opposed to what provides the awarded vendor the most advantageous avenue to procure the parts in a manner that limits the amount of non-chargeable labor/travel/delivery time?

A. Per the PWS, Luke AFB will reimburse parts at current prices according to what the contractor paid as verified by the suppliers invoice. We do not evaluate parts rates or which parts warehouse you get your parts from as long as they conform to the requirements in the PWS. That is why the parts clin is no bid.
