Question and Answer
1. Q. Will door manuals be available?
A. No, the Civil Engineering squadron does not maintain manuals for the doors.
2. Q. Does the contractor require to be certified by the Automatic Door Manufacturer’s association?
A. No, however, in accordance with the PWS, the contractor is required to conform to requirements stated in paragraph 1, description of services.
3. Q. What is the procedure if a door requires replacement?
A. If a door requires replacement, the Civil Engineering program manager will make the decision. The contractor will be required to submit a proposal before approval is given.
4. Q. … if services for the annual and the PMI overlap; can we combine?
A. The PM's are scheduled quarterly and include all cost for the inspections including trip charges, lube, grease, and all other minor parts under $25.
If there is an inspection needed in addition to the scheduled PM's, they would have to be scheduled separately.
5. Q. Is there a dollar threshold limit to the repair versus installing a new one?
A. If the contractor feels that a door should be replaced instead of repairing, they will bring that to the attention of the program manager; the program manager will make the final determination.
6. Q. 1.5.1 states”No mark up of prices by the contractor shall be allowed.” Does this include G&A?
A. Yes, this includes G&A.
7. Q. 4.0 Government Furnished Property. Will the government provide office space or a laydown area to perform this contract?
A. You will have the area around the door to use when performing maintenace and repairs.
8. Q. 4.1 states the government will furnish utilities to include telephone, electricity and water. That's makes me assume that an office on base will be provided or a laydown area on base will be provided where we can emplace a job site trailer?
A. You will not be required to maintain a presence on Luke AFB. Paragraph 4.1 is meant to tell the contractor we will provide utilities for any repairs or equipment that requires utilities to operate. This is a preventative maintenance contract such that other than quarterly PM's, the only time you will be on Luke AFB is when you are required to fix an inoperable door(s).
9. Q. Final question on the G & A. EXAMPLE: We purchase a door for $100. The vendor charges us $100 plus 10% tax and 3% shipping. We are now at $113. In order to process this through our admin (ordering, stocking........) the G & A costs of 12.5% puts the total cost of the door at $127. We have not marked up the price of the material, only captured the costs of purchasing the door. Does the government see this formula as appropriate or do you see it differently?
A. As the PWS states, para. 1.5.1 Contractor shall be reimbursed for parts and materials purchased to complete repair work at market prices as established by suppliers paid invoices. So to use your example, if your supplier charged you $113 as verified by the supplier invoice, then that is what the government will reimburse.
10. Q. Is there an incumbent and if so can you tell me?
A. The incumbent is ASAP Door Repair and Service
11. Q. …the previous year cost for the automatic doors A. Aggregate contract value is $196240.08. Any further information may be retrieved from the FPDS-NG or EDA website.
12. Q. …and is their going to be an extension?
A. No extension.
