About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA820125Q0017, related to a Supplemental Environmental Assessment (SEA) for the Enhanced Use Lease (EUL) Area at Hill Air Force Base in Utah. The solicitation, issued by the Department of the Air Force Air Force Sustainment Center, seeks a contractor to produce an SEA that comprehensively evaluates environmental effects of proposed actions and alternatives. The period of performance is 12 months after receipt of order, with the final day to submit inquiries set for 28 May 2025 at 1400 MDT.

Key details from the Q&A include clarifications on project scope, such as no field work being required, limited noise analysis focusing only on construction-generated noise, and no consultation needed with NOAA. The SEA will involve preparing a preliminary draft and stabilized Description of Proposed Action and Alternatives (DOPAA), with bi-weekly meetings to discuss progress. The project covers environmental assessment of changes to the EUL area since the 2016 SEA, with only one project (green number 2) having been completed in the interim period. Contractors are expected to coordinate with Hill AFB cultural and natural resources managers for necessary data and communications.

Questions and Answers Notice ID F2D0AA5093A001 Supplemental Environmental Assessment (SEA) for Enhanced Use Lease (EUL) Area Below are the questions received regarding the aforementioned solicitation that is currently active on SAM.gov. This is currently a live document that will be updated with any and all questions received for this solicitation. The final day to email inquiries for this solicitation is 28 MAY 2025 at 1400 MDT. Once the final question has been added to this document it will longer be consider a live document. Notice of this change will be stated below.

Current Document Status: Live Document as of 27 May 2025 at 1333 MDT Final Document: 28 May 2025 at 1400 MDT

· Q1: Upon reviewing the information provided on Solicitation FA820125Q0017, I was hoping that either one or both could provide an electronic copy of the existing Supplemental EA for Falcon Hill National Aerospace Research Park Enhanced Use Lease?

· Please see attachment “Hill AFB Final Supplemental EUL EA”

· Q2: Based on my experience performing similar projects for Hill AFB, the dollar amount of my firm fixed price proposal will be greatly reduced if I am allowed to base it on the two assumptions shown below. Please let me know if my proposal will be rejected by making these assumptions.

Cultural Resources: The Hill AFB cultural resources manager will supply all necessary data, as well as communications with the Utah State Historic Preservation Office and Native American Tribes.

Biological Resources: This area has been disturbed by human activity. The contractor will coordinate with the Hill AFB natural resources manager to identify steps to be taken during construction activities and revegetation. No field work will be required.

· These assumptions are valid

· Q3: The STATEMENT OF WORK (SOW) for Supplemental Environmental Assessment (SEA) for enhanced use lease (EUL) area AT Hill AIR FORCE BASE, Utah section 6.0 Description of Work does not include a Task 2. Can we disregard this, or is there a Task 2 that we need to account for in our pricing?

· Yes TASK 2 may be disregarded, this is used for larger projects

· Q4: Per the 813 provided the SEA is needed due to changes in the overall plans of the area. Could those plans and changes please be provided? Can the AF provide information on what projects have occurred since the 2016 SEA?

· Please see attachment “EUL Boundary.” In the PDF green number 2 is the only project that has occurred/completed since the 2016 SEA. All the other green numbers will be future projects (11 & 12 are not part of the requested SEA). All the red numbers were accessed in the 2016 SEA and are no longer in service, these have been demolished.

· The Statement of Work (SOW) provides substantial detail regarding the need for noise analysis in Section 7.2 (Instructions for SEA Resource Areas – Specific Analysis, Noise). The AF Form 813 does not reference any noise concerns, the 2016 SEA does not discuss noise, and the 2008 SEA contains only a brief noise analysis mostly pertaining to construction noise. Can the government provide clarification as to the level of noise analysis expected? Is a full airfield noise analysis, modeling, or calculation of noise levels beyond standard construction equipment anticipated? If greater level of noise analysis is required, please clarify if there are changes to the action under consideration that would necessitate a detailed noise analysis.

· The only noise analysis that will be required is noise generated from general construction.

· Under Task 1, does the government require submission of monthly progress reports?

· The monthly progress reports will be discussed as part of the bi weekly meetings.

· Task 3.3 references preparation of consultation letters with National Oceanic and Atmospheric Association (NOAA). Based on the information provided, all project activities appear to be on land away from marine areas and would not necessitate consultation with NOAA. Please confirm if the government anticipates consultation with NOAA and provide reasoning.

· No NOAA consultation will be required (The SOW used in a general template that are awas over looked for deletion).

· Task 4.2 references an ‘After incorporating comments received on the Interim Draft DOPAA’ although only a preliminary DOPAA and stabilized DOPAA are specified within the scope. Please confirm the anticipated number of DOPAA versions (i.e., preliminary draft DOPPA, an interim draft DOPAA, AND a stabilized DOPAA [3] or only preliminary draft DOPPA and stabilized DOPAA [2]).

· Preliminary draft DOPPA and stabilized DOPAA.
