Hanscom AFB, MA
1.0 Overview.
1.1 This Statement of Work (SOW) describes the installation requirements for a Video Distribution System (VDS), two (2) projectors, Audio Visual (AV) components, associated equipment, ceiling mounted speakers, and required cabling in the Lundy Conference Room located in Bldg. 1614 on Hanscom Air Force Base, 11 Barksdale Street, Hanscom AFB, MA 01731. The room is primarily utilized by AFLCMC/HNJ.
1.2 The Lundy Conference Room is currently functioning with two (2) ceiling-mounted bulb projectors which display onto a single static wall screen. The room is 2688 square feet. The ceiling is approximately 30 feet high. The projectors utilize component cables run into an adjacent closet to controllers mounted in an open-frame rack. The projectors and current AV system are connected to an unclassified (NIPR) workstation. The unclassified system is frequently disconnected and various other systems of varying classification levels (computers and VTCs) are connected in its place. A secure Cisco VTC CODEC is used with the current AV system, although it is only connected to the AV system while in use.
1.3 During the 30-calendar day period of advertisement the Government will host interested vendors in the Lundy Conference Room at approximately the 5-calendar day point. The intent of this is to allow vendors to examine the space and field questions to the Government. Questions can be fielded either on-site or via email. All visitors must adhere to security requirements listed in Section 6 of this document.
1.4 All vendors must note instructions in section 2.1.20. Vendor is responsible to ensure they are in possession of the required documents for the solution they submit. Solution must be designed in accordance with the System Under Test as described in the DoDIN Approved Products List (APL) and Interoperability Certification. Submitted proposals not in accordance with System Under Test will be rejected.
2.0 Scope
2.1.1 This contract effort is to upgrade the Lundy Video Distribution System to a DISA JITC Approved Video Distribution System, to support large conferences and events. Ease of use and minimizing the need to have highly skilled AV/IT staff operate & maintain the system should be a priority for the awardee.
2.1.2 The replacement Video Distribution system must account for and accommodate computers and VTC systems frequently being connected and disconnected. The awardees solution shall allow for easily connecting systems with various connections including HDMI, DVI, Display Port and display adaptors. The Video Distribution System must streamline VTC and presentation control. The system shall allow for the simultaneous display of two different systems at the same time, a combination of computers/VTCs, and for two projectors to merge displays for a single center screen presentation.
The Video Distribution System is intended to be modular and easily upgraded in the future. The Video Distribution system must be on the DISA JITC Approved Products List (APL), be designed and implemented in a manner that meets the specifications of the System Under Test (SUT) and programmed/deployed in accordance with the devices Military Unique Deployment Guide (MUDG).
2.1.3 The Contractor will be responsible for uninstalling (the current) and replacing the network rack cabinet in the Communications Room adjacent to the Lundy Conference Room. The dimensions of the new network rack are not to exceed 83 inches in Height, 24 inches in Width and 38 inches in Depth The new network rack cabinet must be lockable front and back. It must also have adequate ventilation for current and likely future equipment. All uninstalled equipment will remain with the customer for disposal, the Government will remain responsible for legacy system disposal. This includes but is not limited to racks, peripherals (keyboards/mice), connectors, microphones, speakers, projectors, and cabling. The Contractor will be responsible for installing and wiring the new network rack cabinet, VDS/Control system, and associated patch panels.

This KVM must be connected in-between the existing VTC and the Video Distribution System and be installed in the network rack. The KVM device must be a currently approved device on the NIAP Approved Products List (APL), https://www.niap-ccevs.org/product/ .
2.1.6 The existing bulb projectors must be replaced with laser-based projectors with at least 5000 lumens brightness or greater and capable of widescreen ultra-extended graphics array WUXGA resolution or better. The existing mounts must be removed and replaced with mounts that attach directedly to the true concrete ceiling above the ceiling tiles and must be appropriately anchored.
2.1.7 On install of the VDS, connections should be readily available either by direct connect to the VDS or by use of a separate wired patch panel that will provide four (4) HDMI and sound connections (labeled and easily accessible) in the control room rack cabinet, for the use of the stationary NIPRNet computer (installed in the rack) and other computer / VTC systems that users may need to bring in and easily connect to the Video Distribution System for presentation.
2.1.8 One (1) HDMI wall outlet must be installed in the Lundy conference room on the front wall under the center of the screen with no less than three (3) HDMI ports. This outlet must connect back to the new VDS system rack patch panel, terminating with 3 HDMI ports, and allow for connection of a unit brought in, to patch over to the VDS system to be displayed on the screens (when selected) and provide video/sound.
2.1.9 There are currently five (5) fiber outlets along the front screen wall. These connections are currently ST connectors that run to a patch panel in the auditorium control room. These five (5) fiber-optic runs will be replaced with new multimode OM3 50micron fiber (or better), terminating to LC connectors at both the wall jack and a new LC patch panel installed in the new VDS system rack.
2.1.10 Rewiring modifications to have the existing VTC go directly to the Video Distribution System (VDS) device matrix will be necessary. Rewiring and coding will be required to enable the existing VTC codec to allow full control of the VDS control system to include camera selection and any/all functions currently available in the secure Cisco VTC CODEC device.
2.1.11 All copper-based cabling must be shielded to meet TEMPEST requirements. All wiring will be accomplished to the maximum extent possible in compliance with the facilities color-coding https://www.niap-ccevs.org/product/ standards.
