About this file

The document is a comprehensive set of questions and responses regarding a Bat Guano Cleanup project for dormitory attics at Ellsworth Air Force Base in South Dakota. The responses cover key details about the project, including insulation replacement, cleaning requirements, and site-specific information. Five of the six buildings (excluding Borglum Hall) will require bat guano cleanup, with fiberglass insulation to be replaced using R-30 batt insulation in areas with substantial guano accumulation. The cleanup will encompass not just bat droppings, but all animal feces and debris found in the attic spaces, with a site visit scheduled for July 22 to provide detailed access and condition information. Contractors must clean approximately 200 square feet of HVAC systems and replace insulation only in areas with significant guano presence (more than 15 droppings per square foot). The government will ensure all bats are removed prior to project execution, and no warranty will be provided since the project does not include bat-proofing the buildings.

BAT GUANO CLEANUP RESPONSES

1. What is the square footage of the buildings (all 6 dorms)?

See floorplans on pages 5-7.

2. How much insulation will be needed?

Spot treatment will be required at all dorms aside from Rushmore, which will require more extensive replacement. Specific figure cannot be provided at this time.

3. What is the construction type inside of the attic?

Truss/unfinished, varies by building.

4. What is the square footage of the HVAC system to be cleaned?

~200sf to be cleaned. Will be shown in site visit.

5. Is there any incumbent/recompete or is this a brand-new project?

This is a brand-new project.

6. Is it possible to arrange a site visit to see the project firsthand?

Absolutely. The visit has been scheduled for 1300 on July 22.

7. Can you share interior and exterior photos?

No photos are available at this time.

8. Have the bats been removed?

Yes, the bats have been removed, and the space has been sealed.

9. What type of insulation is in each area?

Fiberglass insulation

10. How much insulation in each area?

This varies by building and by area. We will look at this during the site visit.

11. Would it be possible to clearly photograph the access to each of the attics? For example, is access through a hatch in the ceiling?

Four of the six buildings have ceiling hatches for access, two have stairways. This will be shown in detail during the site visit.

12. Also, can we see photos of the damage?

No photos are available at this time.

13. Can we also get dimensions of the attics?

See floor plan attachments. Attic dimensions match top floor dimensions.

14. And the desired/required R rating for the insulation?

Minimum R rating of 60.

15. HVAC 200ft clean-up: Internal or External? Site visit appeared to be only external Only external.

The interior of the HVAC system located within the attic will need to be cleaned.

16. Spot cleaning for Bat Guano Anywhere there is bat guano clean-up and disinfect ---- Do you want rolled or blown insulation? In order to have an R value of 60 we would need to layer rolled insulation. At the site visit we were specifically told rolled by one of the advisors. Can you please confirm? Does it matter if we can achieve the R value of 60 whether rolled or blown?

See question 8’s answer. Rolled insulation must be used and R-30 is sufficient.

17. Replacement of Insulation Only in areas where the bat guano clean-up is visible and needs to be cleaned, disinfected, and replaced? Plus, where there are spot areas of no insulation and no traces of guano do you want to have those filled in as well?|

Insulation should only be replaced in areas where bat guano is visible in substantial quantities (IE, not a small number of scattered pieces totaling no more than 15 droppings per sf) and needs to be cleaned/disinfected. Areas of no insulation and no guano do not need to be filled.

18. Bats are present in at least 3 of the 6 buildings/halls- that we could visibly see. How will the warranty be addressed with these specific buildings? Also, just because bats were not seen in the other 2, does not mean bats are not present. How will the warranty be addressed in those additional buildings? All buildings have visibly had bat issues.

Given that this project does not include sealing the building against bats, no warranty will be required following final inspection.

19. Working in an environment where bats are present can be dangerous. How will protecting the bats and individuals be addressed before taking care of the bat guano insulation clean-up and replacement?

The government will ensure that no bats are present on site prior to project execution.

20. How will the Borglum Hall be addressed? On the site visit -no visible bat guano was visible. Comment was made the building had no issues?

Borglum Hall will not require remediation, only the other 5 buildings will. This will be added as a change to the PWS.

21. Will the Air Force provide the pictures of the attics as stated at the site visit?

Yes, pictures have been provided.

22. The existing attic insulation appears to be R30 fiberglass batt. Should replacement insulation match the existing R30, or is R60 required as previously mentioned?

Correction to the previous answer- R30 fiberglass batt will be sufficient for insulation replacement.

23. When cleaning up the attics of the 6 dorms, do we cleanup all bird droppings, mouse feces, and any dead animals found in the attic spaces? We are not held to just cleanup of BatGuano?

All feces must be cleaned, regardless of animal of origin.

24. And any insulation that needs to be replaced should be replaced with R60 Bat fiberglass insulation?

As per question 8, all insulation will be replaced with R30 Batt fiberglass.

25. This particular project does not include any Bat Mitigation? Will all bats be removed from all attic work areas before we come on site?

All bats will be removed from attic work areas before project start.
