Family Support Services Questions & Answers

1. Is it possible to forward the PWS to contractors in a .pdf format?

ANSWER: Yes, the PWS can be provided in .pdf format upon written request. The offorer remains responsible to verify solicitation, PWS changes and updates at www.fbo.gov.

2. What type of contract will this solicitation use? Firm Fixed Price or Cost Plus Fix Fee?

ANSWER: Firm Fixed Price

3. Section 5.3.4.3. provides the position requirements. Are these intended to be Key Contractor personnel or only the Contract Manager?

ANSWER: The Contract Manager is considered Key Personnel.

4. Is the Contractor’s Contract Manager required to be located on-site?

ANSWER: No, the Contract Manager is not required to be on-site.

5. Section 6.4 has a Secret classification requirement. Is this for a specific FTE?

ANSWER: The Secret Security Clearance is specific to the IT Hardware/Application Support Services (see PWS paragraph 5.3.4.3).

6. Is this a new requirement or has it previously been performed and if so who is the incumbent?

ANSWER: This requirement has previously been awarded as follows:

7. Will the NAICS code be changed to accommodate more competition?

ANSWER: The Government does not anticipate a change in the NAICS assigned.

8. Does the Government anticipate this requirement to be an IDIQ?

ANSWER: Yes, this is an IDIQ requirement. Services will be ordered from the basic contract with the issuance of a Task Order.

9. Although the referenced classes of service employees expected to be employed, including wages and fringe benefits payable, are not intended to be a Wage Determination, is the identified Secretary II job classification considered by the Government to be an equivalent rate for each of the six positions/labor types identified within the PWS?

ANSWER: No, FAR clause 52.222-42, Statement of Equivalent Rates for Federal Hires, in the solicitation has been amended with Solicitation Amendment 02.

10. To what positional services will the Wage Determinations apply?

ANSWER: The applicable wage determination applies to all of the positions.

11. Is there an IT property tracking/inventory system in use and will the contractor have access to/use of that system?

ANSWER: Yes, there is a system in place and the contractor will be given access to it. The IT inventory is tracked on an Automated Data Processing Equipment (ADPE) account from the Joint Base Communications Squadron.

12. How do we communicate to the government our experience providing this type of support in order to show we are capable of executing this work to meet the past performance requirements outlined in the RFQ?

ANSWER: Please see FAR Clause 52.212-1, Instructions to Offerors-Commercial and FAR Clause 52.21-2, Evaluation - Commercial Items (Solicitation Amendment 02).

13. Are the only required submission documents to the government to bid on this opportunity the RFQ pricing worksheet and Past Performance Questionnaire?

ANSWER: In additiona to the RFQ Pricing Worsheet and Past Performance References, offeror’s should submit the completed DD Form 254 and demonstrate that personnel provided for this effort will meet all security requirements (see FAR 52-212-2, Evaluation - Commercial Items).

14. Can you provide the total number of hours for each of the CLINs or is the assumption that each CLIN is one full FTE/2080 annual hours per year. Please clarify.

ANSWER: Please see PWS paragraph 8, Workload Estimates.

15. Will the Government consider an extension to the response date?

ANSWER: The due date for response to this combined synopsis/solicitation has been extended with Amendment 03.

16. What is the current Period of Performance to include option years for the incumbent contract?

ANSWER: The Period of Performance for the incumbent contract is 1 October 2011 through 30 September 2016.
