Completing the Qualification Statement

This Request for Qualifications is Phase 1 of a two-step solicitation to select a general contractor for construction of a storage facility at the National Air & Space Museum’s Udvar Hazy Center located in Dulles, Virginia (“Dulles

Collection Storage Module” also referred to as the “Subject Project”). This Request for Qualification (“RFQ”) is being released to expedite the bid process and selection of a construction contractor. Phase 2 of this procurement will be an

RFP numbered F16SOL10064, tentatively planned for release in January 2017 with 100% construction documents.

The contract award is anticipated in February 2017.

The information you provide in the Qualification Statement (“Qualification Statement, ”“Statement, ” or

“Submission”) will be the basis for the evaluation of your company or entity (“Offeror” or “Contractor”). Please be advised the prequalification of contractors is a highly competitive process. The most highly qualified offerors responding to this RFQ will be invited to submit a proposal on the RFP. Contract award under the RFP will be made on the basis of best value to the Smithsonian.

The Evaluation Process. This RFQ contains prequalifying criteria to assist the Smithsonian in identifying contractors with past, specialized experience needed for the subject project. The Smithsonian Institution will select the most highly qualified Offerors responding to this RFQ to receive the RFP and compete for the Subject Project. Qualifications are demonstrable through your prior completed projects in Comparable Experience (Part III) and Capabilities (Part IV) sections of the Qualification Statement (as described more fully below). Meeting the Minimum Requirements described herein will not guarantee prequalification. Offerors demonstrating the most Comparable Experience and Financial

Capabilities shall be considered for pre-qualification status. Statements of Qualifications will be evaluated by an

Evaluation Team and confirmed by the Contracting Officer.

To assure your Statement is given full consideration, you must do the following:

Read this package carefully to make sure you understand what is required.

Complete the entire Statement.

Provide your information on the attached forms or in the same format.

Do not leave any portion of the form blank. Indicate N/A if not applicable.

In particular, read the minimum requirements as established in the evaluation criteria. If your firm or partnership do not meet the minimum requirements your entity may not be considered for prequalification.

Include past experience on Comparable Projects. Comparable Projects are those of the same or similar cost, purpose, building type, grade of construction, regulatory requirements, zoning restrictions, safety requirements and meeting other factors listed in this RFQ for which the Offeror has successfully provided construction services. Projects listed shall be considered comparable to the extent they meet the criteria in this RFQ.

Please be advised that Comparable Experience is more desirable than Non-Comparable Experience. Any additional Comparable Experience submitted that exceeds the minimum requirements for Comparable

Experience will be assessed as Non-Comparable Experience.

Include Current references (name, address, and telephone number) for your comparable projects as listed in your submission. If the Evaluation Team is unable to contact the references listed to verify experience and performance, that project may not be considered.

Include Information and example projects that best illustrate your Entity’s experience and capability to construct the Project. Photographs of comparable projects are desirable but not required.

9/29/2016 p. 5 of 49

As a matter of clarification, the Smithsonian Institution reserves the right but not the obligation to consider the

Qualification Statement during the second phase of this solicitation, if appropriate. The Smithsonian also reserves the right to use reference information from Phase 1 during Phase 2 of this solicitation.

This Qualification Statement consists of four (4) Parts:

Part I - General Information

Part II - Entity’s Background

Part III – Firm Past Experience/Firm Past Performance

Part IV – Financial Capabilities

All questions regarding this solicitation should be directed to the individual(s) indicated on the cover page. Do not contact anyone else in the Smithsonian Institution regarding this effort.

C. The Smithsonian reserves the right to utilize information obtained in the RFQ process as part of its evaluation of the proposals received in the proposals provided during the RFP process.

D. During the second phase, Contractors may be required to present an Oral Presentation of their Technical

Proposal and Cost Proposal. This requirement is in the sole discretion of the Smithsonian.

E. The Smithsonian Institution intends to issue a contract firm, fixed price for construction of this Project as described in this solicitation and the Concept Drawings.

F. Final execution of the Contract is subject to approval of funding by the Smithsonian Institution.

B. PROJECT DESCRIPTION

1. Background. The Smithsonian Institution’s National Air and Space Museum (NASM) requires additional space for storage, care and conservation of its collection of accessioned aircraft, spacecraft, equipment, and related historical artifacts. These items require storage in a strictly controlled environment to ensure their longevity and integrity. Fluctuations in temperature and humidity may materially harm artifacts and cause damage that is difficult to calculate. With limited space on the National Mall, NASM Master Plan designated the NASM Udvar-Hazy Center (NASM-UHC) as its primary location for expansion and growth of space for collections storage, care and conservation-related activities. NASM-UHC is located on Metropolitan

Washington Airport Authority (MWAA) located by Dulles Airport.

The Dulles Collection Storage Module will be the first such addition to be built at NASM-UHC. This

124,000 sf building will be the first of three planned additions that will house the museum’s extensive collections. The contemplated module will consist of a three story, steel frame structure with concrete floors and a pre-cast concrete panel skin and have new, museum quality systems for HVAC, Fire Protection and

Security with appropriate redundancy and emergency power.

The structure is currently being designed by Smithsonian Facilities Office of Planning Design and

Construction (SF-OPDC). The Authority Having Jurisdiction (AHJ) for Code Review, Permitting, and

Inspection is the Metropolitan Washington Airport Authority.

2. Scope of Work. Work under this project includes modification of the existing UHC Restoration Hangar and

Construction of the new Collection Storage Module (as depicted in the attached Concept Drawings). The

Work is summarized and supplemented as follows:

a. General Conditions: qualified professional services, equipment, materials, labor, management and personnel to obtain permits, construct and document construction of the Module as a USGBC-LEED Silver Project, to include enhanced commissioning;

b. Demolition: selective removal of existing building fabric and structure to adjoin the new Module to the

Existing Hangar;

c. Civil: soil/sediment erosion control, storm water management, foundation excavation, utility relocation and tie-ins;

d. Structural: concrete foundations, steel structure, metal decks and concrete floor slabs;

e. Architectural: pre-cast concrete panel skin, CMU walls, metal stud framing and GWB walls, elevator, modified bitumen roofing system, interior finishes, fixtures and furnishings including cold storage boxes and compact shelving systems;

f. Mechanical: new cooling plant (chillers, pumps, heat exchangers), new heating plant (modular boilers, pumps), steam generators for humidification, piping, air handling units, ductwork, and DDC Control

9/29/2016 p. 8 of 49 systems;

g. Electrical: 277/480V-3 phase electrical distribution system, panel boards, branch wiring, fixtures, switches and outlets;

h. Emergency power: generator, panel boards, branch wiring for specific lights and equipment;

i. Plumbing: water distribution system, sanitary system, three (3) toilet rooms with fixtures, and roof leaders;

j. Fire Detection (including a VESDA system), fire alarms, and zone-controlled suppression systems

(including copper piping and ESFR heads within Museum Collections Areas);

k. Security: power, data, cameras, and intrusion sensors using Software House C-Cure Programming; and

l. Telecommunications/IT: new network switches with UPS, wall-mounted VoIP phones, and multiple wireless access points.

3. Construction Schedule. Total period of performance allowed for construction is 540 calendar days from date of

Notice to Proceed.

4. Construction Budget. Estimated cost range is $35M.

C. MINIMUM REQUIREMENTS

1. Five (5) years experience in the capacity of construction contractor.

2. A minimum of three projects, completion or ongoing construction of three (3) comparable projects within the past five (5) years; one (1) of which must be a major renovation or major addition minimally $20M in value.

In assessing comparable experience as part of this RFQ, greater value will be placed on projects meeting all the following criteria. In the event that projects do not meet all the criteria, consideration will be given the extent to which offered projects meet such criteria:

a. Construction of a new facility of same or similar size and purpose to the subject project;

b. Coordination and sequencing required for tie-in to a central utility source;

c. LEED certification for the construction of a comparable facility;

d. Controlled access requirements for the immediate surrounds of the project;

e. Environmental controls required for museum conservation activities in keeping with AAM goals;

f. Coordination with numerous specialty subcontractors relevant to the subject project; and

g. Projects completed in an occupied facility or on an active, occupied campus.

3. As part of this solicitation, the Smithsonian may, but is not required to give greater consideration to the following criteria when evaluating comparable projects: same or similar building type to the subject project, same or similar operational requirements to the subject project, and whether the Owner is or was a federal agency or a state government.

4. The Smithsonian reserves the right to determine the extent to which Offeror’s comparable projects meet the

Minimum Requirements set forth in this RFQ and as clarified in this Section C. Nothing in this section shall be construed to require the Smithsonian to substitute non-comparable experience for comparable experience in its evaluation of submissions in response to this RFQ. Examples include:

a. The Smithsonian may determine whether and to what degree an offered project is comparable to the subject project in terms of perceived difficulty, required expertise and complexity;

b. The Smithsonian may determine whether and to what degree an offered project included mechanical systems sufficient for successful conservation of museum artifacts;

c. The Smithsonian may consult PPIRs records on the offered projects, whether comparable or non-comparable, to confirm scope of work, such as the amount of work with a relevant trade; and

d. The Smithsonian may determine whether and to what degree an offered project included trades, conditions, requirements and/or expertise was the same or similar to the subject project.

5. The Smithsonian reserves the right to use comparable experience information submitted under this RFQ in consideration of proposals as part of Phase 2 of this solicitation.

6. Projects constructed for the direct use or occupancy of the entity(s) submitting the Statement will not be considered as a comparable project.

7. Prospective contractors must be registered in the System for Acquisition Management (SAM) database prior to award of a contract. Information on registration and annual confirmation requirements may be obtained at www.sam.gov.

8. Respondents shall provide detail of their ability to meet the minimum requirements outlined above in Tab 1 which shall provide reference to each requirement and indicate, by page number, supporting evidence in their responses.

9/29/2016 p. 10 of 49

D. EVALUATION PROCEDURES

Upon meeting the above-referenced minimum requirements, the remainder of a fully completed Construction

Qualification Statement Package will be considered. The company’s Experience/Performance and Capabilities will be evaluated solely to determine if the entity is to be prequalified. Experience/Performance will be granted more weight than Capabilities. Within Experience/Performance, Comparable Experience shall be granted more weight than Non-Comparable Experience. Within Capabilities, Organization shall be granted more weight than

Safety. Financial responsibility will be determined on a pass/fail basis to assess responsibility to perform the subject project as described in the Concept Drawings and in this solicitation.

The Evaluation Team (ET) will evaluate entities submitting qualification statements to ensure that the company’s experience and resources are adequate to provide a high level of excellence in the execution of the project. Each member will individually evaluate each Qualification Statement. Only those entities demonstrating that they not only satisfy the stated minimum requirements, but also, show a performance history with the experience and capacity to successfully accomplish the proposed project will be prequalified. If submitting for qualification as a joint-venture, experience as a “team” is more favorable than experience by individual members.

E. METHOD AND DATE OF SUBMITTAL

The completed Qualification Statement should contain no more than fifty pages sized 8.5 x 11 and should be delivered as follows:

D. Financial Capability (Pass/Fail): Attach your most recent financial statements including the Balance Sheet, Statement of Income, Statement of Cash Flows, and notes to the financial statements. These statements must be

Failure to submit audited financial statements may result in the disqualification of your submittal because a determination of financial responsibility can NOT be made without this information. Financial statements will be evaluated on a pass/fail basis to establish the responsibility of prospective contractors to perform the contract in accordance with

FAR 9.104. In addition, if the firm’s last fiscal year-end precedes the date of this submittal by more than six (6) months, complete the following “Contractor’s Interim Financial Data” form for the company’s most recent completed quarterly fiscal period.
