Request for Qualifications F16SOL10063
SI RFI # Date Company Request for Information
S001 10/14/2016 Mortenson 1 In the RFQ Part IV – Capabilities, item D. Financial Capability (page 19 of 49), offerors are required to provide independently audited financial statements, including balance sheet, statement of income, statement of cash flows, and notes to the financial statements, and place them behind Tab 10 of our Qualification Statement submission. According to our company policy, this kind of financial information is confidential and we typically provide only one copy of it, in a sealed envelope, only to be viewed by the government. Please confirm that it will be acceptable to submit one sealed envelope with this financial information, attached to the Qualifications Statement labeled “Original,” and that each of the required seven copies would have an explanatory page, placed behind Tab 10, referencing the sealed financial envelope provided with the “Original.”
This is acceptable.
2 In Part I, item E. Method and Date of Submittal (page 11 of 49), the RFQ states that “completed Qualification Statements should contain no more than fifty pages sized 8.5x11 …”. However, the Comparable Projects Overview template provided with the RFQ is sized 11x14. Please confirm that it is acceptable for offerors to include 11x17-sized pages in their submitted Qualification Statements. Please also confirm that an 11x17 page counts as one page only.
The 11 X 17 project description templates are acceptable and count as one page each.
3 In Part III, Experience/Performance Comparable Experience (page 16 of 49), the RFQ refers to “Project Sheets under Part
42.” Please clarify Part 42 in the RFQ document and provide it, including a clarification of the required Project Sheets.
The Project Sheets have a section forbroader background information (ie, awards, notable issues) that is marked by number. For this solicitation the comment section is numbered
39, not 42. Please refer to the Project Sheet on the lower right hand side.
4 On pages 16 and 17 of 49 (Part III, Experience/Performance), the RFQ states that Comparable and Non-Comparable
Experience projects must have been completed or in progress during the past five (5) years. Because of recent local and federal government funding fluctuations and constraints there have been few museum-related, storage-type projects relevant to the proposed Udvar-Hazy Storage Module delivered during the past five years. We respectfully request that this time period, for both Comparable and Non-Comparable Experience, be extended to ten (10) years so that the government can benefit from the most representative and competitive pool of highly qualified offerors.
We agree that a 10 year period is reasonable for past projects, but reserve the right to give greater consideration to more recent projects.
5 Please clarify whether or not the Non-Comparable Experience required (per RFQ page 17 of 49; Part III, Experience/Performance), must include “a major renovation or major addition minimally $20M in value.”
Non-Comparable projects are not required to include a major renovation or addition minimally $20M in value, but we reserve the right to give greater consideration to higher value non-comparable projects.
6 Please confirm that tabs are not included in the 50-page limit for the Qualification Statement. Confirmed.

1 For Part III of this submission, Non-Comparable experience section, can the Smithsonian extend the timeline so we may submit projects that were completed up to 10 years ago if we can make a case for why they are applicable?
Please see Question 2, Set 1, above.

1 Part IV – Capabilities, 7th bullet in Section A. Organization: Resumes of Key Personnel. What should we submit for this section? I noticed that the Phase 2, RFP process includes submission of Project Team, so I wasn’t sure if this is what is also expected in the RFQ process.
Key personnel includes your employees who will lead the project, ie, the core of your Project
Team. The full membership of the Project
Team, including key subcontracting relationships, will be submitted at the RFP stage.
2 Part IV – Capabilities, last bullet in Section A. Organization: The last line requesting brief resumes. For who specifically do you want these resumes? The preceding line mentions total employees, but I am assuming you don’t want resumes for our
2900 people. Please let me know what you expect for this requirement.
Please submit resumes only for the core team members of your firm, per the first question in your set.
S004 10/23/2016 Kinsley Construction 1 Kinsley has approximately 1300 employees of which approximately 300 would be considered management. The RFP requests brief resumes of these individuals to be attached. Can you clarify what resumes should be required within your
50 page limit?
Please see Questions 1 & 2 of set 3, above.
2 In Part I-Project & Solicitation Background, Section A. Procedure, (on page 7 of 49), item 1A—it states: Tab No.4-
Certification and Affirmation; Also on page 12 of 49, it states: Minimum Requirements Statement “At-A-Glance” and
Supporting Documents Table of Contents, item 4) Certification. But there is no explanation of what is required. Please clarify what information is to be submitted? Should this section include our Representation and Certification and/or
System Acquisition Management (SAM) Registration?
Part 4 of our RFQ is a certification that must be signed by an authorized representative of your firm, please see p. 15. The "Minimum
Requirements at a Glance" is a one page form that should synopsize your qualifications and be included as a table of contents; please see p.11 of the RFQ.
S005 11/8/2016 Hensel Phelps 1 Please confirm the “Minimum Requirements Statement ‘At-A-Glance’ & Supporting Documents Table of Contents” is intended to precede Tab No. 1 in the document’s organization, rather than follow it.
This is acceptable.
2 Please confirm that the submission is limited to 50 double-sided pages, and whether this page count includes any of the following attachments: our firm’s signed SF1442 (and SF30s), audited financial statements, bonding letter, and banking letter.
The page count excludes standard forms 1442 and 30, audited financial statements, bonding and banking letters.
S006 10/28/2016 Mortenson 1 The two forms for Comparable and Non-Comparable Experience found on pages 16 and 17 of the RFQ request information that is also requested on the Project Sheets in the Excel file provided with the RFQ. Please confirm that it is necessary to only provide completed Project Sheets in our proposal, since they will provide the same information as the forms on pages
16 and 17.
Project descriptions should match the formatting in the RFQ.

1 Are 11”x17” size pages acceptable for the comparable projects and non-comparable projects template spreadsheets provided? Since there is so much information required in the project templates provided, the information printed on an
8.5”x11” size paper may not be legible.
Please see question 2, Set 1, above.
2 Tab 7 Organizational Statement, under Part IV – Capabilities, Question A Organization, the employment profile of total employees asks for brief resumes to be attached. As a company with thousands of employees, will a table with numbers for total employees, total permanent employees and total professionals in each major category suffice without including brief resumes?
Please see question 1 & 2 of set 3 above.
3 Are 3-ring binders acceptable for the hard copies of the Statement of Qualifications? Yes.
4 On page 12 of the RFQ, under Minimum Requirements Statement “At-A-Glance”, item 5. Comparable Projects A-C, can we assume the requirement that the projects be > $300,000,000 is not correct and to substitute the cost range for this project listed at $35,000,000 on page 9 of the RFQ
Your assumption is correct.
