A. Solicitation

This is RFP F16SOL10024, Part 2 of the solicitation for CMc Services required for revitalization of the National Air & Space Museum of the National Mall (referred to herein as the “Project,” and defined at length herein in Section C). The following firms are invited to respond to this RFP.

Arlington, VA 22201

Clark-Smoot-Consigli, A Joint Venture

7500 Old Georgetown Road

Chantilly, Virginia 20151

Under this RFP, the Smithsonian shall award a contract for Pre-Construction Phase

Services for the Project, with a priced option for Construction Phase Services. The selected CMc is expected to begin Pre-Construction Phase Services during development of

65% Construction Documents. The SI reserves the right to negotiate and award a GMP no later than the commencement of construction, and/or the overall project is at Final

Construction Documents, but in no event before all criteria set forth under Section

52.236-S5001 Project Development (Aug 2010) herein are met, or as may be agreed by the parties during the Pre-Construction Phase.

The CMc will lead the Project in Pre-Construction Phase by providing feedback and direct design assistance to the Smithsonian as Owner on 65%, 100% and Final Construction

Documents that will inform implementation of the construction effort. During

Construction Phase services, if awarded, the CMc shall implement all construction, construction supervision, and inspection services, to include subcontracting all labor, trades, equipment rentals and materials required for successful execution of the Project.

The documents issued with this solicitation are provided to allow the CMc to price their

General Requirements and Fee for the Pre-Construction Phase and Construction Phase

Services. The following assumptions shall be integrated into the awarded contract:

1. The successful Offeror shall perform CMc services for the Project and in the best interests of the Smithsonian in cooperation with the Project Team identified herein.

2. The Project Team is as follows:

a. Quinn Evans (“A/E”) and subcontractors thereto;

b. Jacobs Engineering (“Jacobs”) and subcontractors thereto; and

c. An Artifacts Logistics Contractor, and subcontractors thereto. An Artifact

Logistics expert will be separately retained by the Smithsonian to protect, pack, ship and store NASM Artifacts. For the sake of brevity, all such activities are referred to herein as “Artifact Logistics.” For the purposes of clarification, the scope of work under this RFQ requires the CMc to coordinate its construction phase services with efforts to de-mount, relocate, protect in place and ultimately re-mount collections items at the NASM

Mall Building during the course of the Project. The CMc’s coordination with the Artifacts Logistics Contractor shall be governed by museum collections stewardship standards and Smithsonian specifications for

Building Information Modeling. Please refer to 52.246-11 Higher-Level

Contract Quality Requirement. (FEB 1999).

d. The Smithsonian reserves the right to remove or add Project Team members as the needs of the Project dictate.

3. Project Team Responsibilities: By submitting a bid in response to this RFP, Offeror acknowledges, agrees and accepts the responsibility to work in good faith with the Project Team. Further, by responding to this solicitation, each Offeror covenants to provide complete and full information at all times both to the

Smithsonian and its Project Team. Likewise, by responding to this solicitation, Offeror agrees to cooperate with all Project Team members to manage its employees, agents, and subcontractors so as to avoid undisclosed conflicts of interest, disputes and work disruptions on the project.

4. The submission schedule for this RFP is as follows:

Technical Proposals are due Monday, October 3, 2016 at 2 pm.

Interviews & 4D model presentation, are tentatively scheduled for the week of

October 17, 2016:

Oct. 18, 9 am or 11 am;

C.2 Priority of the Project Documents

a) It is the responsibility of the Offeror to communicate these solicitation requirements to its staff and subcontractors, without exception. It is the sole responsibility of the Offeror to transmit its questions to the Smithsonian during the bidding period in a timely manner so as to allow a substantive response.

b) In the event of a conflict between the Project Documents and this Solicitation, the

Solicitation will control. However, descriptions of the Project in the Solicitation are not subject to technical interpretation and shall not be construed to limit the rights of the Smithsonian.

c) It is the responsibility of Offerors bidding on this scope of work to bring errors, conflicts or omissions to the attention of the Owner as soon as reasonably possible.

It is the responsibility of Offerors coordinating bids on this project to notify trades and subcontractors of the priority of documents on the project.

d) Offeror shall as part of its proposal identify in writing any services for which the

CMc agrees to assume design liability. The parties agree to work together continuously to resolve errors, conflicts or omissions efficiently and without incurring additional costs if reasonably possible.

e) With regard to the use of traditional drawings, trade-specific documents, three dimensional and four dimensional modeling. Traditional, two dimensional drawings shall control for the purposes of warranty. Clash detection or conflicts identified among the Project Documents, which may include BIM models, traditional drawings, or trade specific documents shall be resolved in good faith under the Safe Harbor Provision and the 52.246-11 Higher-Level Contract Quality

Requirement referenced herein.

C.3 Conditions for Performance of the Awarded Contract

a) The predominant amount of NASM Collections items shall be moved out of areas under construction, necessitating an extensive collections protection and move effort. A number of extremely large artifacts may be protected in place or stored on site. To accommodate this move, NASM has undertaken to build swing collections storage space at its Udvar-Hazy Museum Center in Chantilly, Virginia, Construction on the swing space is projected to be completed by November 2018.

b) During the Project, the Smithsonian will continuously demount and move collections items in sequence with construction activities on the basis of pre-defined zones in order to keep NASM exhibits, shops and restaurant open to the public during construction. NASM Collections items encompass a huge variety of items from aviation technology, aerospace technology, clothing, jewelry, memorabilia, geological samples, paper, photographs, and other items. Each of these different types of collections items may entail different requirements for relative humidity and temperature control for individual zoned construction activities governed by both temporary and permanent HVAC equipment. The successful Offeror shall be asked to review and comment on proposed changes in the Smithsonian’s Artifacts Logistics Plan with regard to controls applicable to zoned construction activities.

c) The CMc shall maintain sufficient off-site support staff during Pre-Construction

Phase. If awarded the scope for Construction Phase Services, the CMc shall maintain sufficient staff during Construction Phase Services and competent full time staff at the Project site during construction authorized to act on behalf of the

CMc to coordinate, inspect, and provide general direction of the work and progress of the subcontractors.

d) Safe Harbor. During Pre-Construction Phase, CMc shall be permitted to validate the Project Documents after award and notify the Smithsonian of any defects, errors, or inconsistencies that affect its ability to complete the Project if awarded the option for Construction Phase Services. The Safe Harbor or ‘scope validation’ provision is located at the end of Section I.
