About this file
This document is a Questions and Answers file dated 7 April 2025 for a Sources Sought/Request for Information related to the repair of F-16 aircraft components. The Q&A addresses seven key questions about the potential contract opportunity, clarifying that the repair involves Accessory Drive Gearbox (ADG) and Jet Fuel Starter (JFS) components manufactured by Collins Aerospace and Pratt & Whitney. The document confirms that this is not a package deal, meaning contractors can bid on either ADG or JFS separately, and the parts are airworthy components that fly with the aircraft.
The associated federal contract opportunity is a pre-solicitation synopsis from the Department of the Air Force Materiel Command Air Force Sustainment Center, seeking potential sources for repairing F-16 C/D ADG and JFS to serviceable condition. The government estimates 50-305 ADG repairs and 50-395 JFS repairs annually, with a proposed NAICS code of 488190 and a $40M size standard. The solicitation targets small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned Small Business concerns. Interested parties must submit responses by 20 April 2025 at 4 PM MST, providing company information, capabilities, and a white paper detailing technical repair expertise.

If you do not see your questions with answers below and for any additional questions, please contact Anna Bournakis at anna.bournakis@us.af.mil .
1. Why doesn’t the OEM want to continue to repair these parts?
a. The OEM may or may not want to continue the repairs.
2. Do these parts fly with the aircraft or are they just ground support equipment? (i.e.. Will airworthiness be necessary?)
a. Parts fly on aircraft.
3. Who was the latest company that produced these?
a. The OEM is Collins Aerospace and Pratt & Whitney
4. Regarding this effort, are you able to advise who the OEM is that manufactured the test stands in need of repair?
a. We are looking for repairs to the ADG and JFS, not the test stand.
5. Is this Sources Sought a package deal? Does a contractor have to bid on both the ADG and JFS, or can they bid on just the ADG?
a. This is not a package deal.
6. Is Lockheed or Collins not showing any interest or not supporting now?
a. This is a Sources Sought only, and all interested vendors are encouraged to submit a capabilities statement.
7. Would we be able to receive a copy of the ADG T.O.s to review?
a. Currently, we are looking into if vendors can receive requested information. Any interested vendors are encouraged to submit a capabilities statement. For vendors to gain access to TOs for this requirement, they would need to follow the USAF protocol. Additional information may be provided at the solicitation.
