SECTION 110000 – GENERAL REQUIREMENTS (MATERIALS)

PART 1 − GENERAL

1.1 SUMMARY

1.2 SUMMARY OF WORK

A. The U.S. Fish & Wildlife Service is in need of several types of aggregates for the construction of a new building and roadways at the Big Muddy NF&WR. The Contractor shall furnish & deliver the following materials in the amounts specified and in compliance with the attached specifications.

MATERIALS LIST ESTIMATED QUANTITY

1. Type 5 Aggregate 4,400 TONS

2. Type 1 Aggregate 560 TONS

3. Rip-Rap Size A (3” to 9”) 200 TONS

4. Rip-Rap Size B (4” to 6”) 300 TONS

5. Check Dam Stone (1” to 3”) 225 TONS

6. Chat, Grade C 80 TONS

7. Sand, Grade 1 or 2 300 TONS

8. Underslab Select Fill (Type 1 Agg.) 400 TONS

B. Delivery amounts per day shall be as requested by the Refuge Staff (minimum request of

10 Tons at a time). A majority of the type 5 aggregate shall be required to be delivered in mid to late June of 2015 when the roadways are anticipated to be constructed. Smaller amounts of rip-rap, sand, and other aggregates shall be delivered between June 1st and Sept 30th, 2015

C. As part of typical roadway or trail construction, the Refuge staff may request the aggregates be tailgate spread along the roadway or trail.

D. Because of site conditions, the materials may require delivery by tandem axle dump truck instead of larger tractor trailers.

E. If additional amounts of materials are required to complete the project, the contractor and government shall negotiate for a per ton cost for additional materials to be delivered. If the actual amounts needed to complete the project are less than the estimate then a credit to the government shall be given for the amounts not delivered to the site.

1.3 LOCATION & INSPECTION OF THE SITE

A. The work site is located at the proposed site of the Big Muddy National Fish & Wildlife Refuge HQ Building which will be located off Brady Lane in Cooper County, Missouri.

The address for the current refuge headquarters is: 4200 New Haven Road, Columbia MO 65201. The Refuge Manager may be contacted for further information at the aforementioned address or by telephone at (573) 441-2786.

B. All prospective bidders, contractors, subcontractors, and related persons are encouraged to visit the site of the proposed work and to assess the location and extent of the work prior to submitting bids/quotes. Persons may inspect the site by contacting the Refuge Manager for an appointment.

1.4 SPECIFICATIONS

A. The attached specifications provide the requirements for the materials to be supplied.

B. The contractor shall be required to submit testing reports to the government to ensure the materials being supplied meet the specifications.

C. Testing submittals shall be submitted to the Contracting Officers Representative (COR) for review and approval before materials are ordered, fabricated, or delivered.

D. The construction drawings include the work required by other contractors. The work included in this contract is limited to supplying materials and delivery to the project site.

In case of differences between drawings and specifications, the specifications shall govern.

1.5 GOVERNMENT TESTING

A. The Government may at its expense perform testing of the materials being supplied to ensure that they meet the required specifications. The contractor shall be required to cooperate with and supply a small amount of material for testing purposes.

1.6 SITE ACCESS & RIGHT OF WAY

A. The construction access limits on Government property will be established by the Government and the Contractor shall be responsible for complying with these limits.

B. All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to insure bidders are aware of any requirements of the local entity. These requirements are between the entity and the bidder. Load limits and other restrictions shall be obeyed. If the Contractor proposes to cross private property, permission must be obtained from the owner to use private property or roads in the conduct of the Work.

1.7 SAFETY

A. Contractor shall be responsible for ensuring that all delivery vehicles have proper safety equipment, insurance, and trained operators.

B. The Contractor shall provide Material Safety Data Sheets (MSDS) for all hazardous materials brought on-site.

C. All equipment and delivery activities shall comply with OSHA Regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements. Additionally a copy of the accident report shall be provided to the Contracting Officer.

D. Provide necessary Personnel Protective Equipment (PPE) as identified by MSDS and OSHA regulations. Provide documentation, workers have been trained in use of PPE prior to individual use.

RIPRAP 313700 - 1

SECTION 313700 − RIPRAP

PART 1 − GENERAL

1.1 SUMMARY

A. Section Includes:

1. Riprap placed loose for pipe outlet protection, slope protection, and rock swales.

2. Stone for erosion control check dams.

1.2 SUBMITTALS

A. Product Data: Submit gradation data for riprap materials.

1.3 QUALITY ASSURANCE

A. Furnish each aggregate material from single source throughout the Work.

PART 2 − PRODUCTS

2.1 MATERIALS

A. Riprap Stone: Hard durable broken limestone or dolomite; solid and non-friable’

B. Riprap Size A: Gradation size ranging from 3 to 9 inches (approximate D50 size of 6 inches).

Riprap Size A shall be used for Rock Blanket Outlet Protection for 12-inch or larger diameter storm drain pipe outlets.

C. Riprap Size B: Gradation size ranging from 4 to 6 inches (clean cobble). Riprap Size B shall be used for Rock Swales.

D. Check Dam Stone: 1” to 3” Clean Rock, or screened stone with less than 10% fines to allow for drainage through the check dam.

PART 3 – EXECUTION

3.1 DELIVERY

A. Inspect the project site conditions before delivery to ensure vehicles access is sufficient.

B. Provide delivery tickets with total weight of aggregate being delivered from a State of Missouri approved scale.

C. Coordinate with the Refuge staff to determine the exact amount, timing, and location of delivery.

D. Driver shall ensure mud, and debris is not tracked onto county or state roadways. Notify Refuge staff if cleaning equipment is required at entrance to site.

AGGREGATE BASE AND SURFACE COURSE 321123 - 1

SECTION 321123 − AGGREGATE BASE & SURFACE COURSES

PART 1 −GENERAL

1.1 SUMMARY

A. Section Includes:

1. Aggregate for Roadway & Trail Base and Surface material as specified in the drawings.

2. Aggregate for Underslab Select Fill.

1.2 REFERENCES

A. State of Missouri Department of Transportation Standard Specifications for Highway Construction (MODOT SS).

1.3 SUBMITTALS

A. Borrow Source(s): The Contractor shall provide the proposed source(s) for borrow material prior to initiation of work. Available/previous laboratory testing data shall be provided.

B. Test Reports: Submit 2 copies of the following test reports:

1. Gradation reports.

1.4 QUALITY ASSURANCE

A. Furnish each aggregate material from single source throughout the Work.

B. Perform Work in accordance with the Missouri Department of Transportation Standard Specifications for Highway Construction (MODOT SS). General Conditions, Payment, and Quantity provisions of the MODOT SS, do not apply to this project.

C. Ensure aggregate is delivered to the project site with a moisture content within ±4% of optimum moisture content for compaction purposes. Add water as requested by the refuge staff to allow for appropriate compaction.

PART 2 −PRODUCTS

2.1 AGGREGATE MATERIALS

A. Base Aggregate: Consisting of Crushed Stone, sand, or gravel meeting the requirements of MODOT SS, TYPE “5” Aggregate for Base. Recycled asphalt or concrete aggregates shall not be used.

B. Surface Aggregate: Consisting of Crushed Stone, sand, or gravel meeting the requirements of MODOT SS, TYPE “1” Aggregate for Base. Recycled asphalt or concrete aggregates shall not be used.

C. Trail Surface Aggregate: 1/4” to 3/8” diameter Chat or Crushed Stone. Chat shall be clean rock that is consistent in size and is not rounded. Rock shall have corners and edges of varying shapes.

Gradation shall meet MODOT SS, Section 1006.3, Grade C.

D. Underslab Select Fill: Consisting of Crushed Stone, sand, or gravel meeting the requirements of MODOT SS, TYPE “1” Base Aggregate. Recycled asphalt or concrete aggregates shall not be used.

PART 3 − EXECUTION

3.1 DELIVERY

A. Inspect the project site conditions before delivery to ensure vehicles access is sufficient.

B. Provide delivery tickets with total weight of aggregate being delivered from a State of Missouri approved scale.

1. Fine Aggregate (Sand) for storm sewer bedding/backfill.

1.2 REFERENCES

A. State of Missouri Department of Transportation Standard Specifications for Highway Construction (MODOT SS).

1.3 SUBMITTALS

A. Borrow Source(s): The Contractor shall provide the proposed source(s) for borrow material prior to initiation of work. Available/previous laboratory testing data shall be provided.

B. Test Reports: Submit 2 copies of the following test reports:
