INSTRUCTIONS TO OFFEROR(S) – Proposal Response Documents for Solicitation F15PS00346

1. All questions shall be in writing and emailed to becky_clearwater@fws.gov.

2. Proposal Responses must be received at this office no later than April 16, 2015, 5:00pm Central Daylight Time. Written proposal responses must be emailed to becky_clearwater@fws.gov or submitted to Becky Clearwater at the following address: U. S. Fish & Wildlife Service, 101 Park DeVille Drive, Suite A, Columbia, MO, 65203.

3. It is the contractor’s responsibility that proposal responses submitted, regardless of the method of transmission, are received in this office prior to the time and date for receipt of proposal responses.

4. It is MANDATORY that the contractor complete registration in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ to be eligible for award.

5. Contractor shall complete and submit the following attached items:

A. Completed Standard Form 1449 B. Completed Quote Value Schedule Award shall be made to a single offeror whose firm fixed-price proposal response represents the best value to the government based on price and price related factors.
