SOLICITATION NO. F15PS00346 -- U.S. FISH & WILDLIFE SERVICE (REGION 3), BLOOMINGTON, MINNESOTA

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number for this request is F15PS00346 and is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular and DIAPR 2011-04.

(iv) This is a 100% Small Business Set-Aside for small business concerns. The North American Industrial Classification System (NAICS) code is 212321, with a corresponding size standard of 500 employees. All Offerors must disclose their size standard in the submitted quotation in order to be considered responsive to this solicitation.

(v) Pricing for various sizes of aggregates in various tonnage quantities must be provided in accordance with the requirements as listed in the ATTACHED SUMMARY OF WORK General Requirements and Specifications in accordance with the terms of this announcement. The Federal Government is tax-exempt.

(vi) Description of Requirements: Region 3, U.S. Fish and Wildlife Service has a requirement to supply and deliver various sizes of aggregates in various tonnage quantities as listed in the ATTACHED SUMMARY OF WORK General Requirements and Specifications in accordance with the terms of this announcement to the work site of the proposed Big Muddy National Fish and Wildlife Refuge Headquarters Building which will be located off Brady Lane in Cooper County, Missouri.

(vii) Delivery amounts per day shall be requested by the Refuge Staff (minimum request of 10 Tons at a time). A majority of the Type 5 aggregate shall be required to be delivered in mid to late June of 2015 when the roadways are anticipated to be constructed. Smaller amounts of rip-rap, sand, and other aggregates shall be delivered between June 1, 2015, and September 30, 2015. All deliveries shall be coordinated with the Refuge Manager or his staff at (573) 441-2786 or (573) 876-1826. NOTE: It is the Contractor’s responsibility to visit the site prior to bidding and know existing delivery and road conditions.

(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and addenda to the provision includes all quotes to be in English and priced in U.S. dollars. FAR provision and clauses are available for review at http://farsite.hill.af.mil.

(ix) The provision at 52.212-2, Evaluation -- Commercial Items, does not apply to this acquisition. This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. Buyer intends to issue award using a fixed-priced purchase based on price and price related factors

(x) Successful offeror must be registered in the System Award Management website at www.sam.gov, to include FAR provisions 52.212-3, Offeror Representatives and Certification-Commercial Items, at the time the quote is due.

(xi) FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

(xii) FAR clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to the acquisition: 52.203-06 Alt I, 52.219-08, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-1, 52.225-13, 52.225-25, 52.232-33, 52.232-39, 52.232-40 and DOI Electronic Invoicing (www.ipp.gov).

(xv) Telephone quotes are not accepted. Quotes must be received by 3:00 P.M. Central Daylight Time on April 13, 2015. Quotes must be submitted to the U.S. Fish and Wildlife Service, Region 3, Contracting & Facilities Management, 5600 American Boulevard, Suite 990, Bloomington, MN 55437-1458. Offerors may submit quotes using the attached SF1449 and mail or facsimile transmission to the attention of Becky Clearwater or by email to becky_clearwater@fws.gov.

AGGREGATES REQUIREMENTS:

SEE ATTACHED SUMMARY OF WORK General Requirements and Specifications 52.211-17 -- Delivery of Excess Quantities (Sep 1989) The Contractor is responsible for the delivery of each item quantity within allowable variations, if any. If the Contractor delivers and the Government receives quantities of any item in excess of the quantity called for (after considering any allowable variation in quantity), such excess quantities will be treated as being delivered for the convenience of the Contractor. The Government may retain such excess quantities up to $250 in value without compensating the Contractor therefore, and the Contractor waives all right, title, or interests therein. Quantities in excess of $250 will, at the option of the Government, either be returned at the Contractor’s expense or retained and paid for by the Government at the contract unit price.

1. Delivery shall be made to the project site and off loaded to locations per the specifications in the attached Summary of Work

2. Delivery will be coordinated through the Refuge Manager or other appointed Refuge staff employees and the MAT Team Supervisor.

3. Delivery tickets shall be provided to Big Muddy National Fish and Wildlife Refuge station personnel at times of deliveries and must be submitted with the invoice documents into www.IPP.gov website in order to process payment.
