About this file

This is an Experience Questionnaire template designed for contractors responding to a Sources Sought Notice for Project Management Services issued by NAVFAC Pacific. The questionnaire collects detailed information about a contractor's qualifications, past performance, and capacity to manage complex construction portfolios on a global scale.

Respondents must document experience managing individual service contracts that oversaw construction portfolios executing at least $200 million in work annually for the preceding five years. The questionnaire requires contractors to identify the entity that performed the work, their role (prime contractor, joint venture member, or other), period of performance, service contract value, and total value of construction managed by geographic location. Contractors must indicate which project management services they provided from a comprehensive list including construction site visits and inspections, quality assurance, safety audits, stakeholder communication, submittal review, schedule analysis, cost engineering, change management, commissioning oversight, and program management support. Additionally, contractors must specify the types of construction portfolios managed (new construction, renovation, repair, etc.), contract types (firm-fixed price, cost-plus, time and material), and project delivery methods (design-build, design-bid-build, CM at Risk, accelerated design build, public-private partnerships). The questionnaire also requests workforce composition data broken down by fiscal year and geographic region (CONUS NW, CONUS SW, CONUS NE, CONUS SE, OCONUS Pacific, and OCONUS EURAFCENT), including the number of permanent W-2 employees and independent contractors, along with a narrative description of the firm's capacity to manage multiple construction contracts simultaneously on a global scale and staffing strategies for worldwide support.
