About this opportunity

The Naval Facilities Engineering Systems Command (NAVFAC) Pacific is conducting market research through a Sources Sought Notice to identify contractors capable of providing Project Management Services (PMS) for complex technical programs and projects across the entire NAVFAC Enterprise on a worldwide basis. The primary objective is to ensure construction projects are managed in accordance with requirements, completed on schedule, within budget, and to the highest standards of quality and safety. Key qualifications require contractors to demonstrate experience managing individual service contracts overseeing construction portfolios of at least $200 million in annual work over the preceding five years, with documented capabilities in construction site management, quality assurance, safety audits, stakeholder communication, cost engineering, change management, and program management support. The government will evaluate respondents' capacity to manage multiple construction contracts simultaneously across diverse geographic regions (CONUS NW, CONUS SW, CONUS NE, CONUS SE, OCONUS Pacific, and OCONUS EURAFCENT) and provide staffing strategies for worldwide support. The response deadline for this Sources Sought Notice is May 4, 2026, though this notice is for market research purposes only and does not constitute a formal solicitation or guarantee of contract award.

This procurement carries no set-aside designation and is intended for full and open competition. The government is seeking to support high-velocity execution of Mega-Project and Strategic Mega-Project category programs, including the Shipyard Infrastructure Optimization Program (SIOP), Golden Dome for America, and Pacific Deterrence Initiative, with project values ranging from $10 million to $10 billion planned for execution within a relatively short timeframe. Respondents should provide detailed workforce composition data by fiscal year and geographic region, specifying the number of permanent W-2 employees and independent contractors available for deployment. The Experience Questionnaire requires contractors to document their role (prime contractor, joint venture member, or other), period of performance, service contract value, and total construction value managed by geographic location. No reimbursement will be made for response costs, respondents will not be notified of evaluation results, and this market research is being conducted to determine whether a set-aside acquisition in lieu of full and open competition would serve the government's best interest.
