About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Health (DOH), specifically the Bureau of Tobacco Free Florida (BTFF), seeking to conduct a single-source email campaign service. The procurement involves a targeted informational email outreach to 2,940,000 parents of middle and high school students, with the goal of reducing youth tobacco use by educating parents about emerging tobacco and nicotine products like electronic vapor products (EVPs) and oral nicotine products. The solicitation was posted on 5/6/2025 with a response deadline of 5/28/2025, and the intended single-source vendor is Givebacks, Inc. for an estimated contract value of $87,000.00.

The procurement is unique in that Givebacks, Inc. has an exclusive relationship with the Florida Parent Teacher Association (PTA) and maintains the only comprehensive database of parent email addresses across the state. The campaign content has been created by BTFF and approved by the DOH Communications Office, with the primary objective of providing evidence-based information to parents about the health risks of emerging tobacco products. The single-source justification is based on Givebacks' exclusive access to PTA member communications and their ability to reach all registered PTA members in Florida via email, which no other vendor can replicate.
