About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Health (DOH), specifically the Bureau of Tobacco Free Florida (BTFF), seeking to conduct a single tailored email outreach campaign to 2,940,000 Florida parents of middle and high school students. The campaign, scheduled to be posted from 5/6/2025 to 5/27/2025, aims to reduce tobacco use among youth by educating parents about emerging tobacco and nicotine products like electronic vapor products (EVPs) and oral nicotine products.

The DOH intends to purchase the email campaign services from Givebacks, Inc. for $87,000.00 as a single source vendor. Givebacks was selected due to its exclusive relationship with the Florida Parent Teacher Association (PTA) and its unique ability to maintain an active database of parent email addresses throughout the state. The justification highlights that Givebacks is the only company capable of reaching all registered PTA members in Florida by email, making it the preferred vendor for this targeted public information campaign.
