About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Health (DOH) Bureau of Public Health Laboratories (BPHL). The DOH BPHL is requesting authorization to purchase, as a sole source, reagents and equipment from Pacific Biosciences of California, Inc. to support outbreak detection activities for enteric and viral diseases. The required products include chemical evaluation instruments and supplies, electrical measuring and testing equipment, clinical and diagnostic analyzer reagents, and analyzer maintenance services. The purchase term is three years. The estimated dollar amount is $375,000. Pacific Biosciences of California, Inc. is the exclusive manufacturer of these specialized reagents and equipment in the United States, which must comply with standards specified by the Centers for Disease Control and Prevention (CDC).

The justification for the single source acquisition is that the required reagents and equipment are necessary and unique, as they provide capabilities such as >99.999% consensus accuracy, long reads, and single-molecule resolution to generate closed reference genomes, which BPHL currently lacks. There are no other vendors that make equipment meeting the DOH's required capabilities.
