Bidder Inquiries, Clarifications and Responses

CBP Exit Control Booth, Blaine, WA

10PZ1-08-0222

This solicitation is being amended to extend the bid proposal due date by two days to allow for responses to additional inquiries, and due to the January 19, 2009, Federal Holiday. All federal agencies will be closed and therefore no deliveries will be able to be accepted.

Bids/Proposals are now due January 22, 2009 at 5:00pm (PST).

RFI #5: We have a question in regards to the liquidated damages on the Exit Control Booth project. The specs say that the amount will be determined. It is generally found that this number is determined prior to bid date. Do you know what the amount of the liquidated damages will be?

There will be no liquidated damages accessed on this acquisition. Clause 52.211-12., Liquidated Damages—Construction (Sep 2000) will be updated. (See attached)

RFI #6: I got the documents and the disk of drawings for this job Exit Control Booth Pacific Hwy Border that bids on 01/20/09. I can not see what the engineers estimated costs are for this job.

The Magnitude of Construction for this project is between $100,000 and $250,000.

RFI #7: I need it to fill out paperwork and order my Bid Bond, what forms am I to use?

In accordance with 52.228.15, Performance and Payment Bonds—Construction (Nov 2006), Standard Form 25 for Performance Bonds Standard Form 25A for Payment Bonds

RFI #8: Attachment A2, Past Performance/Relevant Experience. Do I have to use the exact form, or just provide all the information?

You may use either the exact form or your own document; as long as all the information is included. Please keep it in the same order #1 through #9.

RFI #9: I have a question regarding submission of the Proposal for the Exit Control Booth Project in Blaine WA. It states in Attachment A1, Section 5.1: Hard Copy, electronic or facsimile submission of the proposal is acceptable. Then it states The Offeror shall provide 4 copies to include one original of both Volume I and Volume II. If we choose to submit our proposal electronically by 5:00 pm January 20, 2009 and name the document files by copy or original (which contains electronic signature) will we also be required to provide hard copies?

GSA apologizes for the conflict in which we asked for proposals to be submitted. Hard Copies are needed in order to give them to the evaluation team.

Section 5.1 is amended to read as follows:

“Hard copy, electronic or facsimile submission of the proposal is acceptable; however the electronic or facsimile submission must also be accompanied by the 4 hard copies. Proposals must be received no later than January 22, 2009 5:00pm (PST). Due to electronic processing, the number of pages identified on the solicitation may not be accurate.”

The following outlines how to assemble your offer. Please note that we require two separate volumes, one shall contain pricing information and contract documents, the second shall contain all other than price information. Please do not include any pricing information in Volume II.

“However to save on the cost, you will also be permitted to submit all the information as requested below in one binder, separated into 2-Tabs (Volume I, and Volume II) This will allow for you to submit only 4 hard copy binders (1- Original and 3 Copies), instead of 8 that was anticipated by four copies of each volume below. All the same information must be included in each Tab.”
