About this file
Exhibit L is an insurance requirements document for the Texas Department of Agriculture's Texas Farmer Mental Health and Suicide Prevention Helpline and Educational Services contract opportunity. The document outlines the mandatory insurance coverage that the selected contractor must maintain throughout the contract term, which runs from September 1, 2026, through August 31, 2027, with renewal options for up to three additional one-year periods at TDA's sole discretion. The contractor is required to establish and operate a 24-hour, 7-days-a-week crisis helpline staffed by behavioral health specialists, deliver Question, Persuade, Refer (QPR) suicide prevention training and FarmResponse training to healthcare professionals, and obtain accreditations from the American Association of Suicidology and the Alliance of Information and Referral Systems. Proposals are due electronically by 3:00 PM CT on May 4, 2026, with award estimated for May 22, 2026, and a pre-proposal vendor conference scheduled for April 9, 2026.
The insurance requirements document specifies the types and minimum amounts of coverage the contractor must obtain and maintain, ensuring financial protection and liability coverage for the state and the services provided to agricultural workers experiencing mental health crises. These insurance provisions are essential requirements for contract compliance and protect both the contractor and the Texas Department of Agriculture against potential claims, damages, or liabilities arising from the hotline operations and training delivery services. All insurance documentation must be provided prior to contract execution and maintained throughout the contract term and any renewal periods.
