About this file
Exhibit H is a deliverables document for the City of Meriden and Meriden Public School District's architectural and engineering services procurement for the new Casimir Pulaski Elementary School. The Architect is required to provide comprehensive design services including programming and review of educational specifications through three phased submissions (demolition, construction, and FF&E/technology); site utilization and planning services encompassing A-2 surveys, topographical mapping, and geotechnical surveys; traffic studies and STC permits; full architectural and engineering design of buildings, sites, landscapes, and playscapes progressing through schematic design, design development, and construction documents; hazardous materials surveys and remediation design; local agency reviews and permitting; and furniture, fixture, and equipment (FF&E) planning and procurement assistance. Additional services include technology planning and telecommunications design, food service design, signage design, life cycle cost analysis, construction administration with change order and substitution review, quality and cost control protocols, security systems design, as-built drawings compilation, building start-up coordination, renewable energy technology review and incorporation, and acoustical analysis.
All architectural designs must meet or exceed Connecticut Department of Administrative Services (CTDAS) and Office of Grants Administration requirements applicable to the project. The scope encompasses coordination of owner-provided vendors and equipment, integration of any city or third-party consultant reports including asbestos, lead, and PCB abatement and environmental site assessments, and project design scheduling with professional estimates at required design stages. Environmental remediation monitoring and hazardous materials abatement design fees are handled through allowances separate from the base fee, enabling flexible cost management throughout the project delivery phases.
