3.0 INTRODUCTION
United Consulting was retained by Clayton County to perform an assessment for Asbestos Containing Materials (ACM). The purpose of this survey was to collect and test representative samples of common building materials for the presence of asbestos fibers. It is our understanding that the client intends to purchase and demolish this structure.
3.1 Scope of Work
The scope of this survey was outlined in a Revised Proposal for Environmental Services, dated July 20.
2023. In performing this assessment, United Consulting conducted the following activities:
1. Visually examine the accessible areas of the structures to identify suspect asbestos containing materials (SACM) which could be impacted by possible renovation/demolition activities;
2. Physically examine suspect materials to evaluate whether the materials were friable or non-friable (a friable material is any material that, when dry, may be crumbled, pulverized, or reduced to a powder using hand pressure);
3. Describe the suspect material and note the areas where the material was located;
4. Conduct sampling of identified SACM and submit samples to an independent laboratory for analysis; of which up to 20 samples have been authorized with ten reserve samples as a contingency, if needed;
5. Conduct testing of representative paint films from within the Project Site structures utilizing an x-ray fluorescence (XRF) device, which eliminates the need for destructive paint chip sampling;
and,
6. Prepare this report of the sampling/testing activities and findings.
3.1.1 Modifications to Scope
• No modifications were made to the proposed scope of services.
3.1.2 Previous Investigations
United Consulting has not been provided with previously conducted asbestos investigations of the Project Site.

4.0 DESCRIPTION OF FACILITIES
The Project Site contained one concession building as described below:
3499 Rex Road
The parcel located at 3499 Rex Road is improved to the limits of the property boundaries by a 900 square foot, vacant, two-story concession building. The exterior shell of the building was constructed with cementitious blocks. The roofing system was observed to be a low slope metal roofing system. The interior walls of the building were finished with a mixture of drywall system materials, cementitious blocks, and wood paneling. Portions of the subfloor had been covered with various finishes including ceramic tile, vinyl tile, and carpet flooring. Heating and air conditioning are provided to the building by dedicated split HVAC systems.
The below Exhibit shows the Project Site, associated building, and identification key.
Exhibit 1 – Building Key (Aerial Photograph)
It is our understanding that the client intends to renovate or demolish the building and would like to understand the extent of potentially regulated materials on the site. The location of the Project Site is shown in Figure 1.

6.0 ASBESTOS SURVEY
6.1 Overview
Asbestos is the name given to a number of naturally occurring, fibrous silicate minerals mined for their useful properties such as thermal insulation, chemical and thermal stability, and high tensile strength.
These minerals and their associated refined fibers have been used throughout history to the present day in order to add strength and fire resistance to many common building materials. Asbestos fibers are acknowledged carcinogens and present a risk to human health for those that are exposed. Due to these recognized hazards, federal and state regulations govern the handling, use, and disposal of materials containing regulated concentrations of asbestos fibers.
6.2 Survey Intent
Pre-Demolition “Thorough Inspection”
This asbestos assessment has been performed with the understanding that the client wishes to demolish and/or renovate the Project Site structure. The survey consisted of both a destructive and visual survey of the Project Site structure(s) in order to identify suspect ACM. United Consulting collected bulk samples of suspect building materials for laboratory analysis of asbestos fiber content. Any limitations, if encountered, are described in Section 5.0 of this report. This survey is intended to satisfy the “Thorough Inspection” requirement of the Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants (NESHAP).
6.3 Sample Location Selection
Sample locations were randomly chosen in the field, based on the identification of suspect ACM. A distributed sampling plan based on a randomized sampling scheme was not used for this sampling program. Samples were collected from areas deemed safe and accessible.
Bulk samples were collected from typical suspect materials such as drywall, mastics, sink soundproofing, carpet flooring and mastics, and other suspect materials. Bulk samples were not collected of non-suspect materials such as drapes, wood, fiberglass insulation or ceramic tiles. The locations of the bulk samples collected during this survey are found in Figure 2.
6.4 Procedure
Samples were collected by preparing the material to be sampled, by extracting a representative section of the suspect material and by placing the material in a sample container. Each sample was assigned a unique sample number and delivered to an independent laboratory (Analytical Environmental Services, Inc.) for analysis. Chain-of-Custody was documented and retained on-file. The laboratory results are attached in Appendix C. The locations of the bulk samples collected during this survey are found in Figure 2.
3499 Rex Road
Rex, Clayton County, Georgia
CLAMB-23-GA-07615-01
6.5 Bulk Sample Analysis
The bulk samples were tested for detectable concentrations of asbestos (greater than one percent asbestos) initially utilizing Polarized Light Microscopy (PLM), followed by point counting, and/or Transmission Electron Microscopy (TEM) Chatfield techniques, as needed. Materials containing one percent or more asbestos are considered ACM and are regulated. Bulk sample testing by the above analytical methods were performed by Analytical Environmental Services, Inc., a successful participant in the National Voluntary Laboratory Accreditation Program (NVLAP), lab code 102082-0 (Expiration date September 30, 2023).
6.6 Bulk Sample Findings
6.6.1 Survey Overview
United Consulting collected a total of 22 bulk samples, during one sampling event, of suspect asbestos-containing materials (SACM) from the Project Site. These items included vinyl floor tile, drywall system materials, mastics, and roofing materials. Photocopies of the Laboratory Results are included in Appendix A. A summary of the bulk sample results is presented in Table 1.
6.6.2 Asbestos Data Evaluation
Of the 22 bulks samples of suspect ACM analyzed, none reported regulated concentrations of asbestos fibers.
The locations of collected samples at the building are illustrated in Figure 1.
Regulatory Concerns
United Consulting accessed readily accessible areas during the course of this assessment. Assessment limitations are outlined in Sections 5.0 and 6.2 above. In the event that additional suspect ACM are encountered at the time of demolition, United Consulting should be contacted, and samples of the suspect materials should be collected for analysis of asbestos fibers prior to continuing demolition activities which could disturb these materials and potentially result in an asbestos fiber release.
NESHAP requires the removal of friable ACM prior to activities, which would disturb them. Georgia asbestos regulation requires the removal of all ACM prior to demolition, unless the entire waste stream is to be handled as asbestos containing waste. United Consulting recommends that the ACM be removed, prior to demolition by a qualified asbestos abatement contractor, using State of Georgia accredited personnel, in accordance with applicable federal, state, and local regulations governing the removal of ACM. Since no RACM were encountered, state regulations provide that the owner can remove and dispose of materials themselves, without the use of a qualified asbestos abatement contractor.
3499 Rex Road
Rex, Clayton County, Georgia
CLAMB-23-GA-07615-01
A Ten-Day Notification should be submitted to the Georgia Department of Natural Resources (DNR), Georgia Environmental Protection Division (EPD), by the building owner or demolition contractor prior to the start of any building demolition activities (https://epd.georgia.gov/forms-permits/land-protection-branch-forms-permits/asbestos-licensing-and-notifications). As the asbestos inspector on record, United Consulting requests to be contacted if certification information, provided herein, is utilized in a Ten-Day Notification.
A Georgia licensed Asbestos Removal Contractor should be employed to remove ACM, and appropriately contain, transport, and dispose of asbestos-containing waste materials. Friable material, in poor condition (such as pipe insulation), should be appropriately addressed in a timely manner, regardless of whether demolition or renovation is planned. United Consulting recommends identifying all known ACM to building/property maintenance personnel and developing a site-specific work practices.
6.6.3 Estimated Quantities
United Consulting has not been requested/contracted to provide estimated quantities of ACM.
Contractors are responsible for quantity calculations as part of scoping and bidding asbestos abatement work. Please note, that additional delineation sampling may be requested by abatement contractor(s) to finalize their scope and costs estimates.

AES,Inc. is accredited by NIST’s National Voluntary Laboratory Accreditation Program (NVLAP) for Polarized Light Microscopy (PLM) analysis, Lab
Code 102082-0. All analyses performed in accordance with EPA “Interim Method for the Determination of Asbestos in Bulk Insulation Samples” (EPA
600/M4-82-020), 1982 as found in 40 CFR, Part 763, Appendix E to Subpart E and “Method for the Determination of Asbestos in Bulk Building
Materials” (EPA/600/R-93/116), 1993.
These test results apply only to those samples actually tested, as submitted by the client. All percentages are reported by visually estimated volume.
PLM is not consistently reliable in detecting small concentrations of asbestos in floor tiles and similar nonfriable materials, quantitative TEM is currently the only method that can be used to determine conclusive asbestos content. Interpretation and use of test results are the client ’s responsibility.
Laboratory liability is limited to the cost of analysis. This report must not be used to claim, and does not imply product certification, approval, or endorsement by NVLAP or any agency of the Federal Government.

APPENDIX C
Georgia Asbestos Project Notification Fact Sheet
Georgia Asbestos Project Notifications – Just the Basic Facts
Abatement, Encapsulation, Renovation, Blanket and Completion Notifications Renovation/Abatement Only*: Where the project only involves the removal and disposal of ACM. “Renovation” means the altering of, taking out, stripping, clean up, disposal of, or removal of 10 square feet or 10 linear feet or more of friable or potentially friable ACM from any facility, facility component or residential dwelling.
Renovation/Abatement Prior to Demolition*: Removal/abatement of friable ACM equal to or greater than 10 square feet or 10 linear feet in preparation for demolition activities to be performed after abatement. Notification for demolition projects must be submitted by the contractor performing those activities. If demolition activities are performed after renovation/abatement activities, please submit a separate PROJECT NOTIFICATION FOR DEMOLITION PROJECTS.
Encapsulation*: A project in which special coatings approved for asbestos encapsulation will be used to cover the ACM and prevent release of asbestos fibers. “Encapsulation” means the process of coating, binding, or resurfacing walls, ceilings, pipes, or other structures with a sealant to prevent friable asbestos from becoming airborne.
Blanket: Solely for use on single large facilities where multiple small abatement projects (less than 160 square feet, 260 linear feet, or 35 cubic feet of friable ACM) are to be conducted, but where the total amount of abatement work will exceed these parameters. Effective for one calendar year (January through December). A separate 10-day project notification and fee must be submitted when any single project exceeds the parameters.
Completion: To be submitted once the removal/abatement or encapsulation work is complete.
* SUBMIT NOTIFICATION 10 WORKING DAYS BEFORE START OF PROJECT
Residential fee: $0.10 per LF/SF ($25 min - $50 max) Non-Residential fee: $0.10 per LF/SF ($25 min - $1000 max)
Disclaimer: If you or your firm perform renovation or repair work, including ASBESTOS ABATEMENT, on target housing (built before 1978) OR child-occupied facilities (built before 1978), then you and your firm are required to become a GA-
Certified RRP Firm & Renovator to “advertise to, agree to or perform” work or services on these types of facilities. See Georgia's Lead Renovation, Repair and Painting (RRP) Rule for more detail.
Demolition Notifications Demolition Only*: Where the project only entails demolition of any structure that has been thoroughly inspected for the presence or absence of asbestos. "Demolition" means the wrecking or taking out of any load supporting structural member of a facility together with related handling operations, or the intentional burning of any structure.
A demolition notification is required regardless of the presence or absence of ACM. For joint Renovation/ Demolition Projects or Renovation/Abatement Prior To Demolition Projects, please submit the demolition notification AND a separate project notification for the asbestos abatement, encapsulation, and/or renovation.
Ordered Demolition: A demolition project ordered by a government agency. If the property has been condemned, the Order of Condemnation must be included with the project notification.
* SUBMIT NOTIFICATION 10 WORKING DAYS BEFORE START OF PROJECT
Courtesy Notifications Courtesy: Where the project involves removal/abatement, disturbance or encapsulation of non-friable ACM, less than 10 square feet or 10 linear feet of friable ACM or any quantity of ACM work being performed by the legal owner of the property. If demolition activities are performed after abatement/removal activities, please submit a separate
PROJECT NOTIFICATION FOR DEMOLITION PROJECTS.
Inspections and Disposal Information
Do I Need an Inspection? For demolition, yes. For renovation/abatement, yes, unless the suspect material is assumed to be asbestos-containing material (ACM) and is handled as such. You cannot assume any suspect material to be non-asbestos-containing. Inspections need to occur in buildings of any construction age.
Removal: Any ACM found that is friable or will become friable must first be removed by a Licensed Asbestos Abatement Contractor. A Project Notification must be submitted to the GA EPD if 10 square feet or 10 linear feet or more of ACM is removed.
Disposal: All ACM (friable and non-friable) waste must be packaged properly in leak-tight containers, labeled, transported in an enclosed vehicle and disposed of in a landfill permitted to accept ACM waste. Disposal rules apply at any quantity.
