About this file

This is a Scope of Work document (Exhibit F) for Medical Invoice Review Services for the Washington State Department of Transportation's (WSDOT) Human Resources Office. The vendor must provide medical invoice review services, including reviewing individual invoice medical procedure codes, repricing invoices to reflect reasonable rates, and uploading completed reviews to WSDOT's FTP site within 10 business days of receipt. The scope includes providing explanations of review indicating service dates, procedure codes, diagnosis codes, original charges, reduction amounts, and recommended payments. Additionally, the vendor must pre-negotiate fees for surgeries and complex procedures when requested by WSDOT, completing negotiations within 72 hours of request.

The pricing structure requires the vendor to submit itemized invoices for billed service fees on a monthly basis or per batch. The vendor must identify medical provider billing duplications and resolve disputes and appeals within 60 days, though WSDOT reserves the right to assume negotiations directly. The vendor may be required to provide legal testimony on behalf of WSDOT. For pre-negotiations of complex procedures, if unable to negotiate with the employee's preferred provider within 48 hours, the vendor must identify alternative providers in the same geographical area that can provide identical services at a discounted rate.
