About this file
This is a System Safety Program Plan (SSPP) document adopted by the City of Altamonte Springs for autonomous shuttle operations contracted to Beep, Inc. The SSPP establishes comprehensive safety policies, procedures, and standards for the autonomous vehicle shuttle service operating within the City's transportation network, with operations beginning in 2023. The service operates on a circulator route expanding over three years, initially within the Altamonte Mall area and ultimately connecting the Altamonte Springs SunRail station to the Centerpointe development near Interstate 4. The system currently operates four autonomous shuttles staffed by four full-time attendants, with one wheelchair-accessible position per shuttle. As of March 28, 2025, the system maintains four operational vehicles, all equipped with wheelchair accessibility features.
The SSPP, last adopted March 26, 2025, addresses all safety elements required by Florida Administrative Code Rule Chapter 14-90, including attendant qualifications and training, vehicle maintenance programs, hazard identification and resolution, event investigation procedures, drug and alcohol policies, medical examinations, wireless communication protocols, and annual safety audits and certifications. The document establishes that the City of Altamonte Springs serves as program manager providing contract oversight, while Beep, Inc., selected through a competitive procurement process, bears responsibility for procurement, maintenance, operations, and reporting. The SSPP requires annual reviews beginning November 1 of each calendar year with subsequent updates managed as addendums and distributed to all affected parties. Annual safety and security certifications must be submitted to the Florida Department of Transportation, and the Hazard and Security Plan is maintained separately and securely per Florida statutory requirements prohibiting public disclosure of security information.

1. SSPP Control and Update Procedures
The City of Altamonte Springs management will review the SSPP annually, update the document as necessary, and implement the changes within a timeframe that will allow the agency to timely submit the annual self-certification of compliance to the Florida Department of Transportation (FDOT). The annual review of the SSPP will be conducted as part of an internal audit beginning November 1 of each calendar year and ending prior to the end of the same calendar year.
Necessary updates outside the annual update window will be handled as SSPP addendums which will be incorporated in the body of the SSPP during subsequent annual update.
All proposed changes will be documented by management as proposed SSPP addendums and distributed to all affected parties including employees and contract service operators. All parties must comment within two weeks of the issuance of the proposed changes unless otherwise specified. Management will document and retain the proof of SSPP receipt by all employees during initial hire and subsequent updates. Agency’s governing board will adopt the SSPP annually following the internal audit and a copy of the adopted SSPP will be distributed to all employees and contract service providers. A
According to 14-90.010, each bus transit system shall annually submit a safety and security certification to the Department. One of the requirements that the certification shall attest is that the SSPP has been reviewed to ensure that the document is up to date.
This is an area of 14-90 which is less prescriptive, but the agency must establish how it is addressing this requirement. Addressing the requirement is not optional, so the agency must elaborate on how it will meet the requirement. Any green colored text indicates the language is serving as an example of how the agency could address the subject.
Beep, Inc 2-3 copy of the adopted SSPP will also be forwarded to the FDOT District Office. Document reviews of the SSPP by the local agency, any subsequent updates, addendums, adoption, and distribution activities will be documented in the SSPP Document Activity Log included in this document.

4.0 System Description
History:
The City of Altamonte Springs started developing future mobility plans in 2019. The City has since designed and is currently developing supportive infrastructure for autonomous micro mobility and transit, along with enhanced multi-modal access within the City. The City of Altamonte Springs began the operations of its first autonomous shuttle system in 2023. Upon completing the procurement process the City selected Beep, Inc. due to the contractor’s commitment to safety and transparency. The contract between Beep, Inc. and the City maintains that Beep, Inc., as the Contractor will provide the autonomous shuttle service for the City, must support the development and maintenance of any documentation or requirements that would adhere to requirements of the work described in both the Request for Proposals, Scope of Services, and exhibits within the contract for services. This includes adherence to regulations brought forth by the requirements of FAC 14-90, where applicable, per the agreement between the City and FDOT. The contractor, Beep, Inc., was established in 2019 to safely test and implement multi-passenger, electric, autonomous vehicles in geo-fenced, first-mile/last-mile use cases. Beep’s goal is to advance the adoption of these platforms to improve safety on our roadways, positively impact the environment and deliver expanded mobility for all.
Services Provided and Jurisdiction:
The City has contracted Beep, Inc. to provide autonomous shuttle service for three years within the City. The service will operate on a circulator route that expands across three years starting within the Altamonte Mall area, and ultimately expanding to connect the Altamonte Springs SunRail station to the Centerpointe development near the interchange with Central Boulevard and Interstate 4. The service will provide daily operations with varying hours between weekday and weekend service with the intention to augment multi-modal transportation options within the City, enhancing first-last mile connectivity for users. Beep, Inc. as the contractor will be responsible for procurement, maintenance, operations, and reporting requirements for the proposed system. The City will provide program management and contract oversight to ensure adherence to this SSPP and requirements of the FAC 14-90, where applicable.

4. System Safety Responsibilities of Contract Service Operator(s)
The City of Altamonte Springs requires all contract service operators to fully comply with the established safety standards set forth in Rule 14-90. Contract operators have the option to either adopt and implement the SSPP and HSP/SPP of Beep, Inc, or develop, adopt, and implement their own program plans, but must ensure compliance with Rule 14-90. If the contract service operator opts to develop their own SSPP and HSP/SPP, the program plans must be reviewed and approved by the City of Altamonte Springs Program Management prior to initiation of service.
In addition, each contractor/subcontractor shall submit a safety and security certification to the City of Altamonte Springs no later than January 15, annually for the prior calendar year period.
The certification shall attest to the following:
• The adoption of an SSPP and an HSP/SPP in accordance with established standards set forth in Rule 14-90.
• Compliance with its adopted SSPP and HSP/SPP.
• Performance of safety inspections on all buses/shuttles operated by the system in accordance with Rule 14-90.

Contractors/subcontractors are subject to audits and inspections on an announced or unannounced basis at the discretion of City of Altamonte Springs Program Management. The City or its contractor, will conduct safety and security reviews of contracted operators, at least once every three years, to ascertain compliance with the provisions of Rule 14-90. The City will prepare and submit a report of the audit to the affected contract operator within 30 business days of completion of the review containing the following:
• Identification of the findings, including a detailed description of any deficiency.
• Required corrective action and a schedule for implementation of the corrective action to be taken for each deficiency.
14-90.004 requires establishing safety and security requirements for private contract service providers that provide continuous or recurring transportation services for compensation as a result of a contractual agreement with the bus transit system. The Rule also requires monitoring and assurance that each private contract transit provider complies with established safety and security requirements during the term of the contract. In the event that transit service is contracted or subcontracted through private service operators, the local transit agency must respond to these requirements. Agencies not currently contracting with private providers may wish however to consider incorporating this section in their SSPP for future provisions.
Beep, Inc 5-13
• Any required suspension of the shuttle service should the City determine the continued operation of the service, or a portion thereof, poses an immediate danger to public safety.
If the contract operator fails to correct specific deficiency(ies) in accordance with Rule 14-90 and the established implementation schedule, the City will notify the FDOT District Office and initiate action resolution with FDOT and the contractor.
Beep, Inc 6-1
