About this file
Exhibit E is a technical specifications document from the Washington State Arts Commission (ArtsWA) detailing the requirements for casting two bronze statues of Billy Frank Jr. The project involves creating identical statues for the National Statuary Hall in Washington, DC and the Legislative Building in Olympia, Washington. The statues will be 9 feet tall, cast in silicon bronze with a wall thickness between 1/8" and 1/4", and include an internal stainless steel armature. The artist Haiying Wu has completed the full-scale clay model in January 2025, and the statues depict Billy Frank Jr. seated at a river's edge, wearing a shirt with a bolo tie, with salmon and cultural items like a fishing net and traditional blanket surrounding him.
The estimated project budget is $250,000 for full-service casting of both statues, with a minimum bronze casting weight of 780 lbs and a maximum of 1,700 lbs. The bronze will use either CDA873 (Everdur) or CDA876 (Herculoy) alloy, with a traditional brown patina and potential spot color accents. The pedestal will be granite-clad with a hollow stainless steel support system, measuring 45" x 45" x 24", with an estimated weight under 1,000 lbs. The statues will include text in Lushootseed (the Nisqually language) reading "tell your story", which was Billy Frank Jr.'s signature request. The foundry will be responsible for ensuring mounting hole alignment and assisting with statue crating, but is not responsible for pedestal supply or shipping.

Statuary Hall, Washington DC
Project background In 2021, Washington State passed legislation to replace the statue of Marcus Whitman in National Statuary Hall with a statue of Billy Frank Jr., a Nisqually tribal member and treaty rights activist. An Artist Selection Committee convened in 2022 to release a call for artists and identify finalists. The Committee chose artist Haiying Wu to design the statue. Wu completed his proposed maquette in late 2023. The maquette was subsequently approved by the Committee and Architect of the Capitol in early 2024. The full-scale clay model was completed in January 2025.
Statue description The statue depicts Billy Frank Jr. seated at a river’s edge. The terrain is meant to replicate the banks of the Nisqually river, which was the site of Frank’s activism. Salmon, which were the target of Frank Jr.’s activism, swim just below his feet. Several culturally important items sit on or near Frank, including a fishing net and a traditional blanket. This design was developed through research and interviews with Frank’s living relatives. Text at the base of the statue reads xw1?ǝdǝxw t(1) adsxw, or “tell your story” in Lushootseed, the language of the Nisqually people. This phrase, Frank’s signature request, will be repeated in English on the pedestal.
Statue materials The statue will be bronze with traditional bronze patina and spot color. It will include a stainless steel interior armature for support. The artist has not yet made final decisions on color, but the locations will be limited (such as Frank Jr.’s bolo tie, his belt, and a Pendleton blanket on his lap).
The base will be made of a stainless steel armature with granite facing.
Statue measurements The clay model stands 108” (9’) high, with a base 40” wide by 40” deep. Pedestal dimensions will be 24” high by 45” wide by 45” deep. The pedestal includes a 4” high by ¾” thick base trim, bringing the base dimensions to 46.5”w x 46.5”d.
Statue weight Anticipated weight of the bronze statue with interior steel armature is approximately 1,500 lbs.
Anticipated weight of the granite pedestal with interior steel armature is approximately 1,000 lbs.

Minimum weight of cast bronze to be 780 lbs.
Maximum weight of cast bronze to be 1700 lbs.
estimated weight of granite clad, hollow stainless steel pedestal is <1000 lbs.
Color shown is the actual full-size clay.
The clay statue will be cast in silicon bronze, CDA873 (Everdur) or CDA876 (Herculoy, 92-4-4). The casting will have a wall thickness between 1/8" and 1/4".
The foundry is not responsible for supplying the pedestal. However, the foundry is responsible for ensuring the statue mounting holes align with the pedestal mounting holes. Pedestal dimensions are 45"x45"x24". With the added trim around the bottom, the pedestal footprint is 46.5"x46.5".
Prior to shipping, the bronze statue will be crated separately from the pedestal and the two components will be assembled on location. The foundry is not responsible for crating or shipping but is required to assist the crating contractor during pick up from the foundry.
Statue mount/armature structure
An armature system within the statue will be constructed. See Preliminary Drawing set for details of the interior mount/armature. The mount/armature is required to be flush with the bottom of the statue.
All mount/armature materials will be stainless steel, type 304/304L 2"x2"x1/4" tubing, 308/308L welding rod, or 18-8 austenitic hardware. Nuts may be welded to the top of mount frame to accept 1/2" stainless all-thread.
Once the bronze is positioned and set into place, a combination of flat and lock washers will be used with nuts to fasten the statue to the pedestal.
