About this file

This document is Exhibit B - Scored Non-Cost Factors for a competitive solicitation by ArtsWA to select a Washington-based sculpture foundry for casting two 9-foot bronze statues of Nisqually leader Billy Frank, Jr. The project involves creating one statue for National Statuary Hall in Washington DC and another for the Capitol Campus in Olympia, Washington, with a total projected budget of $250,000. The statues will be cast in silicon bronze with internal stainless-steel armatures, and the solicitation seeks a foundry with extensive experience in bronze casting, artist collaboration, and specialized sculpture production techniques.

The solicitation evaluates bidders across seven key performance areas, including Washington-based location, technical experience, key personnel qualifications, artist collaboration experience, specialized mounting techniques, company history, and project planning. Scoring is based on a tiered system ranging from 0% (does not meet minimum standards) to 100% (excellent added value), with points awarded for demonstrating superior technical capabilities, extensive industry experience, and ability to expedite project timelines. Bidders must provide detailed documentation of past bronze sculpture projects, key personnel credentials, and a proposed project timeline, with the first statue targeted for completion by May 10th, 2026, and the second by June 15th, 2026.
