About this file

This document is an Exhibit E - Rate Proposal Form for a state and local contract opportunity in Washington. The opportunity is for dry-docking and maintenance services for a 120-foot USCG inspected passenger carrying vessel owned by the Washington State Department of Corrections (DOC). The work includes routine maintenance, USCG inspection, deck preparation and coating, and other related tasks as detailed in the Scope of Work. The dry-docking must commence before the USCG biannual out-of-water inspection due on September 30, 2024.

The Rate Proposal Form outlines various unit prices the contractor agrees to, including rates for additional dry-storage days, alongside pier days, and hourly rates for painting, metal fabrication, welding, estimation, project management, and general labor. It also provides unit costs for different sizes of ABS Grade A or B steel. The contractor's rate proposal is a firm offer for 150 days, which DOC may accept without further negotiation.

EXHIBIT E

RATE PROPOSAL FORM

The Contractor agrees that the following Unit Prices will prevail in connection with any work required that is not covered by the fixed fee work in the Bid Form (Exhibit D) or as required by change order. Unit Prices shall include all support, services, staging, labor, mark-up, material, removal and replacement of normally experienced minor interferences to complete only that Item. Include only the dry-docking and berthing costs that are in excess of the base Contract. DOC reserves the right to have any of the work in the Unit Price Items performed on a time and material basis in lieu of the quoted price.

The rate proposal is a firm offer for a period of 150 days following receipt, and it may be accepted by DOC without further negotiation (except where obviously required by lack of certainty in key terms) at any time within the 150-day period.
