About this file

This document is a Material Source Narrative prepared by the Oregon Department of Transportation (ODOT) Region 5 Geology staff for a state and local contract opportunity in Harney County, Oregon. The contract is for the ODOT District 14 Sanding Rock Production 2024 Project, which requires the provision of 20,000 cubic yards of sanding aggregate to be stockpiled at the ODOT-owned Buchanan Quarry located along the Central Oregon Highway (US 20) at milepost 157.73. The narrative provides details on the geology, development plan, and operational history of the Buchanan Quarry, which is being offered as a prospective material source for the project. Contractors are advised to visit the site and review the available information, including drill hole logs and laboratory test results, to prepare their bids based on the existing conditions of the quarry.

The narrative indicates that the Buchanan Quarry is a joint ownership between ODOT and the Bureau of Land Management (BLM), with ODOT controlling the western 21 acres and the eastern 20 acres being ODOT-controlled BLM land. The quarry has been used for previous ODOT highway projects, producing crushed rock for asphalt paving and chip seal in 1996, 2008-2009, and 2016. The development plan for this project involves excavating, blasting, and crushing approximately 20,000 cubic yards of "hard rock" sanding aggregate from the western portion of the quarry.

This Narrative memo and all of the attachments (air track drill hole logs, drill hole log location map, and laboratory testing data) should be duplicated and distributed to all bidders that inquire about this prospective material source, according to subsection 00120.25 of the Standard Specifications for Highway Construction. The property of this quarry is a joint ownership ODOT- owned (west 21 ac.) and ODOT-controlled BLM land (east 20 ac.) material source of 41 total acres.

ODOT Region 5 is offering Buchanan Quarry as a prospective material source for producing highway sanding rock for roadway winter safety. The development plan for this source is based upon drilling, blasting, and crushing approximately 20,000 cubic yards (cyds.) of “hard rock” sanding aggregate to be stockpiled on-site at the quarry. The quarry development plan sheets included in the bidding documents identify an excavation area sufficient to produce all the estimated volume needed for this project.

The Buchanan Quarry is located in the High Lava Plains physiographic province of eastern Oregon, north and east of Burns. The volcanic basalt flows that are mined for rock aggregate in this area erupted during the Miocene geologic epoch (Geologic Map of Oregon, 1991, 1:500,000, compiled by G.W. Walker and N. S. MacLeod).

Aggregate from the state owned west portion of Buchanan Quarry property was first mined in 1996 for an ODOT highway paving project using 150,000 cyds. of crushed rock for asphalt paving. Another highway aggregate production was in 2008-2009 for approximately 35,000 cyds. of crushed aggregate for asphalt pavement and chip seal. The most recent entry into Buchanan Quarry was in 2016 when ODOT produced approximately 5,000 cyds. of sanding rock.

Air track drilling exploration results indicate that 1 to 4 feet of isolated seams of soft rock and clay are occasionally present within the basalt flows. Logs of the air track drill holes and drill hole location map are attached to this Narrative. The rock exposed in the quarry face(s) is predominantly close-jointed and hard. A small volume of oversize material has been produced in past entries. A Summary listing of laboratory test results on rock from the quarry is attached to this Narrative. A small temporary pond has been created by surface water run-off collecting into the lower west excavation area of the quarry. Contractors should be aware of these conditions and prepare excavation and processing plans accordingly.

The development concept for this entry is to continue to excavate in the western portion of the quarry, expanding the existing excavated slot adjacent the west side of the water pond. Safety berms will need to be moved or constructed around other working quarry faces. The eastern part of the quarry property is on BLM land and has restricted access from the east end of the property to the highway. Two existing northern access points from the highway into the quarry are provided through the ODOT-owned western portion of the quarry property.

Future development of this material source will expand the pit to the west and north and eventually daylight to the highway elevation in order to maximize the use of the resource and provide drainage. A visual screen will be constructed between the highway and the quarry using scapings and crusher rejects to provide a visual barrier and will be extended eastward during future entries.

In conformance with the Standard Specifications for Highway Construction, subsection 00120.15 Examination of Work Site and Bidding Documents, Contractors should make an on-site visit to this source to familiarize themselves with the existing conditions and appearance of the source and to visually inspect the existing quarry faces and the surrounding ground surface in advance of bid preparation. Based on the on-site visit and review of all available information, Contractors will then be able to use their best judgment to prepare a bid based upon existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and on the most accurate information available for the source.

Limited information concerning the operational history is available for review in the ODOT Region 5 Geology office in La Grande. Any contractor interested in looking at available information not provided here should call and schedule a time to review the material. Someone
