About this file

Exhibit D is a Project Specific Definitions document for Volusia County's Request for Proposals to procure parking access and revenue control system (PARCS) and parking facilities management services at Daytona Beach International Airport. The document establishes standardized terminology and role definitions essential to the contract execution, including definitions for key positions (Site Manager, Acting Manager, Corporate Manager, Supervisors, and In-Field Staff), operational terms (Management Fee, Gross Receipts, Reimbursable Expenses), facility designations (Long-Term Parking Lot, Short-Term Parking Lot, VIP Lot, Employee Lots), system components (PARCS), and procedural elements (Exception Transactions, Shopping Service). The Volusia County Director of Purchasing and Contracts serves as the Contract Administrator with authority over all contract modifications, which must be executed in writing. The RFP was posted on May 14, 2026, with proposals due July 23, 2026, providing approximately 70 days for proposal development. The resulting contract will require the selected Contractor to provide comprehensive 24/7 management and operations of all parking facilities, collection and daily deposit of gross revenues into County accounts, operation of both existing and new PARCS systems, and staffing for customer service excellence.

This document does not contain pricing information, set-aside designations, incumbent vendor details, contract award values, or budget parameters. The definitions provided serve as the foundation for consistent interpretation across all contract documents and performance requirements, with specific operational standards to be detailed in the Parking Operational Procedures and Standards Manual and the Monthly Staffing Schedule, both subject to County approval. The file references Exhibit A for the complete Scope of Work and indicates that federal compliance requirements, FAA clauses, and other regulatory provisions are addressed in separate exhibits, indicating this is a federally-influenced procurement requiring comprehensive regulatory adherence.
