About this file
This document is a performance criteria specification from Collier County Public Utilities, outlining the 5N-Reliability Engineering Criteria for various utility infrastructure projects. The criteria apply to solicitations, agreements, and contracts related to Water Plants, Wastewater Plants, Master Pump Stations, Community Pump Stations, Solid Waste Sanitary Landfills, and Transfer Stations. The document establishes five key performance standards that must be maintained continuously (24/7/365): no offsite odors, no spills (onsite or offsite), no fugitive dust emissions, no offsite noise, and no offsite light emissions.
The performance standards require that any potential environmental impacts must be mitigated prior to the facility's fence line and comply with local codes. Any deviation from these engineering criteria requires formal review and approval, specifically requiring recommendation from both the Engineering and Operations Division Directors and final approval from the Department Head. The document serves as a comprehensive environmental and operational guideline to ensure consistent, high-standard performance across Collier County's public utility infrastructure projects.
