About this file
This document is an exhibit from Collier County Public Utilities defining the 5N-Reliability Engineering Criteria for utility-related contracts and solicitations. The performance criteria apply to various infrastructure facilities including water plants, wastewater plants, master and community pump stations, solid waste sanitary landfills, and transfer stations. The document outlines five key performance standards that must be maintained 24/7/365: no offsite odors, no spills (onsite or offsite), no fugitive dust emissions, no offsite noise, and no offsite light emissions.
The document specifies that any deviation from these engineering criteria must be reviewed and recommended by both the Engineering and Operations Division Directors and approved by the Department Head. These standards are intended to be included in all solicitations, agreements, and contracts related to the specified utility infrastructure, ensuring consistent environmental and operational compliance across projects. The criteria appear to be part of a broader procurement framework for Collier County, specifically referenced in connection with a biosolids hauling service request for proposal that historically involves approximately $3,000,000 annually in services.
