About this file
The document is a bridge repair inspection memo and scope of work for the Westminster Open Space Pedestrian Bridge Inspections, specifically focusing on the FHL1 Bridge that carries the Silo Trail over the Farmers High Line Canal in Westminster, Colorado. The bridge is a 37'-4" long prestressed concrete double tee beam structure with a single span, 8'-10" width, and concrete abutments, located approximately 0.1 miles north of W 89th Avenue. The inspection, conducted on 3/12/2025 by team leader D. Krause, revealed several structural issues including medium transverse cracks in the deck, undermined deck overhangs, isolated minor checks and shakes in the timber rail, and horizontal cracks in beam extensions.
The inspection report provides a comprehensive condition assessment with National Bridge Inventory (NBI) ratings of 6 for deck, superstructure, substructure, and channel conditions. Key recommendations include directing runoff away from the structure to prevent erosion, repairing erosion voids under deck overhangs and approach sidewalks, and installing scour protection at Abutment 2. The bridge is considered to be in overall satisfactory condition, with recommended routine inspections every 24 months and additional monitoring during and after heavy rain events. The documentation includes detailed photographic evidence of various structural components, erosion patterns, and specific areas of concern, providing a comprehensive visual and technical assessment of the bridge's current state.

FHL 1 Bridge Repair Inspection Memo and Scope of Work
RE: FHL1 Initial Inspection Westminster Open Space On-Call Pedestrian Bridge Inspections Task 1
Structure Summary:
FHL1 carries Silo trail over Farmers High Line Canal in Westminster, Colorado. The bridge is located at 39° 51’ 32.14” N, 105° 5’ 38.03” W and approximately 0.1 miles north of W 89th Avenue. The structure is inventoried south to north, superstructure is named Stem A to B from west to east, substructure is numbered Abutment 1 to 2 from south to north. Below is a summary of the main structural components:
• (1) prestressed concrete double tee beam
• 1 span
• 37’-4” structure length
• 8’-10” out-out width
• 4” concrete deck and top flange
• Timber rail on steel posts mounted to top flange
• Concrete abutments
• 8’-10” wide concrete approach sidewalks
Condition Summary:
• NBI Deck Condition: 6
• NBI Superstructure Condition: 6
• NBI Substructure Condition: 6
• NBI Channel Condition: 6
Deck extends past abutments 2 feet on each end; top face over abutments has a medium transverse crack. Deck overhangs are undermined to abutment backwalls: south is undermined 17 inches x 10 inches high x full width, north is undermined for up to 2 feet x 14 inches high x full width. Voids have active fill loss and vegetation growth. Deck is higher than both approaches by up to 1 inch with minor spalls and scrapes at edge.
Timber rail has isolated minor checks and shakes throughout.

Beam exterior top flanges have been extended 5 inches on either side for rail post connections. Extensions have wide horizontal cracks throughout. Beam exterior top flanges near stems have spalls up to 12 inch x 9 inch x 1 inch deep with failing concrete patches. West extension near Abutment 2 has 8 inch x 2 inch x 4 inch deep edge spall. Beam top flange fillets have insignificant to medium longitudinal crack; Stem B fillet at Abutment 2 has a wide longitudinal crack with efflorescence.
Double tee beam stems bearing on steel plates at abutments; minor debris build up on bearing seats. Stems have isolated minor spalls throughout.
Concrete abutments have minor honeycombing. Abutment 1 at Stem B west face has 12 inch x 14 inch x 1 inch deep spall. Abutment 2 front face is undermined for 3 feet x 7 inches deep. Abutment foundation is unknown.
Approach sidewalks have minor edge spalls and cracks. North approach sidewalk at west deck corner is undermined up to 18 inches deep.
Controlled flow runs west to east through a well-defined channel with vegetated banks. Channel was dry at time of inspection. Trees are growing under structure near abutments and along east rail. Erosion channels have formed around ends of abutments from under deck overhangs. Northwest bank has a shallow erosion channel along the approach sidewalk directed towards channel.
Recommendations:
1. Direct runoff away from structure to prevent further erosion.
• 6” Concrete Curbs on North Approach Sidewalks
• Embankment Protector Type 5 (M-615-2)
2. Repair erosion voids under deck overhangs and north approach sidewalk to stabilize approaches and deck.
3. Repair Abutment 2 berm erosion and install scour protection to stabilize the abutment.
• Geotextile
• Riprap

FHL1 bridge is in overall satisfactory condition due to voids under the deck overhangs and isolated, moderate spalls along the beam top flanges. Installing preventative measures for runoff and repairing erosion prior to the rainy season is high priority for this structure. It is recommended that FHL1 be scheduled for routine inspections on a 24 month interval, but structure should be monitored during and after heavy rain events.
