About this file

This document is an initial bridge inspection report for the Betty Adams Pedestrian Bridge, conducted by Benesch for the Westminster Open Space On-Call Pedestrian Bridge Inspections Task 1 on March 12, 2025. The bridge carries the Farmers High Line Canal trail over the Farmers High Line/Niver Canal in Westminster, Colorado, located approximately 100 feet northwest of W 95th Avenue. The structure is a 39'-11" long prestressed concrete double tee beam bridge with a 7'-10" width, featuring a 3" concrete deck on a 2" top flange, timber rails on steel tube posts, concrete abutments with flared wingwalls, and 8'-2" wide concrete approach sidewalks.

The inspection revealed multiple areas of structural concern, including deck damage with exposed aggregate, diagonal and wide cracks at deck corners, delaminations and spalls at rail posts, and exposed corroded rebar. The bridge's National Bridge Inventory (NBI) condition ratings are Deck: 5, Superstructure: 6, Substructure: 8, and Channel: 6. Key recommendations include removing delaminated and broken deck concrete, cleaning and sealing rebar, patching pedestrian path areas, replacing warped and disconnected timber rails, replacing rail base plates and missing bolts, and addressing a large tree stump with roots spreading under the structure. The report suggests scheduling routine inspections every 24 months to monitor deck deterioration and beam stem cracks, with deck repair identified as a high priority.

Betty Adams, Farmers High-Line Canal Bridge Repair Inspection Memo and Scope of Work

RE: Betty Adams Initial Inspection Westminster Open Space On-Call Pedestrian Bridge Inspections Task 1

Structure Summary:

Betty Adams carries Farmers High Line Canal trail over Farmers High Line/Niver Canal in Westminster, Colorado, providing access to Betty Adams Elementary. The bridge is located at 39° 52’ 7.54” N, 105° 3’ 53.37” W and approximately 100 feet northwest of W 95th Avenue. The structure is inventoried west to east, superstructure is named Stem A to B from north to south, substructure is numbered Abutment 1 to 2 from west to east. Below is a summary of main structural components:

• (1) prestressed concrete double tee beam

• 1 span

• 39’-11” structure length

• 7’-10” out-out width

• 3” concrete deck on 2” top flange

• Timber rails on steel tube posts mounted to top flange

• Concrete abutments with flared concrete wingwalls

• 8’-2” wide concrete approach sidewalks

Condition Summary:

• NBI Deck Condition: 5

• NBI Superstructure Condition: 6

• NBI Substructure Condition: 8

• NBI Channel Condition: 6

Deck has minor abrasion with exposed large aggregate throughout. Deck north corners have medium diagonal cracks extending from the rail posts; south corners have wide diagonal cracks and are broken off. The deck edges at rail posts have delaminations and spalls up to 21 inches x 4 inches x full depth with areas of exposed, corroded rebar. The north deck edge is separating from the top flange up to 1 inch due to pack rust forming at the rail posts.

Timber rails have minor to moderate checks and warping throughout; several board screws have become loose or disconnected. Post base plates have heavy corrosion with several missing or loose bolts; north rail 2nd post from east base plate is missing.

Beam top flange interior fillets have insignificant to medium longitudinal cracks for full length; cracks are widest at the abutments with 1 foot of efflorescence at each end. Beam north exterior top flange along east 12 feet has minor abrasion with exposed large aggregate. Beam south exterior top flange at west rail post has a wide delaminated crack up to 21 inches long x 0.125 inch wide with rust staining.

Double tee beam stems bear on elastomeric pads at abutments. Stem A interior web at Abutment 1 has insignificant to medium horizontal crack up to 30 inches long. Stem B web both faces at Abutment 1 have medium horizontal crack up to 10 inches long. Stem A at Abutment 2 bearing has a 14 inch x 2 inch x full width delamination; bearing pad interior face is split. Stem B at Abutment 2 bearing has 10 inch x 2 inch x full width delamination.

Concrete wingwalls are in good condition. Northeast wing top face has moderate abrasion and southeast wing top north edge has 15 inch x 2.5 inch x 5 inch spall.

Controlled flow runs south to north through well defined channel with vegetated banks. Channel was dry at time of inspection. Large tree stump with roots spreading under the structure is undercut up to 3 feet back.

Recommendations:

1. Remove delaminated and broken deck concrete, clean and seal rebar, and patch areas in pedestrian path to prevent further deterioration of rail posts and beam top flanges.

2. Replace warped and disconnected timber rails to keep handrails intact.

3. Replace rail base plates and missing bolts and nuts to secure railing and prevent further deterioration.

4. Remove tree stump or cut back roots to prevent further undercut of channel towards substructure.

Betty Adams is in overall fair condition due to widespread deck spalling and delamination. Deck edge spalling at rail posts is likely due to water intrusion causing the posts to corrode and expand. Deck repair is a high priority for this structure. It is recommended that Betty Adams be scheduled for routine inspections on a 24 month interval to monitor deck deterioration and beam stem cracks.
