The City is soliciting proposals from multiple qualified contractors to provide continuing services for marine infrastructure projects located citywide, encompassing three primary work categories: Bridge Rehabilitation, Seawall Rehabilitation, and Structure Surface Protection. Services include concrete repairs, pile driving, sheet pile installation, crack sealing, surface treatments, and related marine structural work. The RFQ was released on August 15, 2025, with proposals due by September 16, 2025, at 3:00 pm. The contract will be structured as an initial three-year term with an optional two-year renewal period. Projects will be issued as field orders on an as-needed basis with no guaranteed minimum work volume. One or multiple qualified contractors may be selected for each work category.

Contractors must submit SOQ responses limited to 30 pages and demonstrate extensive experience through five reference projects completed within the past five years, each valued in excess of $75,000. Key personnel, including the project manager, must have a minimum of five years of applicable experience and remain assigned throughout the contract term without replacement without written City approval. The evaluation process will score proposals based on team background (30 points), experience and project examples (30 points), and references (20 points). Contractors must obtain current applicable Florida licenses and maintain specified insurance coverages including commercial general liability, automobile liability, and workers' compensation, with a Public Construction Bond initially set at $100,000 and supplemental bond riders for individual field orders. The estimated annual expenditure is approximately $7,000,000, with funding sourced from the City, Florida Department of Transportation (FDOT), Federal Highway Administration (FHWA), or a combination thereof. The City encourages participation from Minority Business Enterprises (MBE), Woman Owned Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), and Small Business Enterprises (SBE), and contractors must comply with the latest Florida Department of Transportation Standard Specifications for Road and Bridge Construction.
