About this file

This document is a Price Proposal (Exhibit C) for RFP-604991-25/MPG, a Term Contract for Collection and Disposal of Automotive Fluids issued by Seminole County, Florida. The proposal invites bidders to submit pricing for comprehensive collection, transportation, and disposal/recycling services for various automotive fluids and related materials, including used motor oil, oil filters, antifreeze, oily water/sludges, contaminated absorbent materials, spent solvents, petroleum products, and contaminated gasoline. The pricing structure is divided into three sections: Section A (Revenue Generating), Section B (No Charge), and Section C (Cost/Charge), which allow bidders to propose pricing for different container sizes ranging from 55-gallon drums to 300-gallon containers and IBC totes.

The pricing proposal requires bidders to include all associated costs in their per-gallon rates, including container, packaging materials, labels, disposal, and transportation charges. The document explicitly states that additional fees such as hazardous waste fees or fuel surcharges will not be permitted. All drums and containers must meet Department of Transportation (DOT) shipping requirements and be sound, free of defects, and capable of preventing leaks. In the event a contractor-provided container fails, they must supply an appropriate over-pack container at no additional charge to the county. The proposal allows flexibility for bidders to propose various drum sizes and associated costs, enabling a comprehensive and competitive bidding process for automotive fluid management services.
