About this file

Exhibit C is a detailed NRM Wildlife Data Form spreadsheet providing comprehensive guidelines and templates for recording wildlife survey data for the U.S. Forest Service. The spreadsheet includes three primary tabs - Wildlife Observations, Sites, and Visits - with precise instructions for documenting wildlife encounters, including specific data fields such as scientific and common names, observation dates/times, observer qualifications, observation methods, group types, reproductive status, and geographical coordinates. Each tab contains extensive dropdown menus and predefined value sets to ensure standardized data collection, with columns capturing nuanced details like age, gender, activity, and observation method.

The associated federal contract opportunity (Solicitation 127EAT25Q0041) is for Golden Eagle Surveys within the Cleveland National Forest, set aside exclusively for small businesses in the Environmental Consulting Services category. The contract requires professional wildlife survey services from approximately August 15, 2025 to December 31, 2026, with quotes due by 5:00 p.m. PT on Monday, August 11, 2025. The solicitation, issued by the Department of Agriculture Forest Service, has a small business size standard of $19 million and is exempt from Service Contract Act regulations. Interested contractors must submit quotes to Catherine A. Sullivan, with all questions to be received no later than 5:00 p.m. Pacific Time on Thursday, August 7, 2025.

Information Wildlife Data Spreadsheets

Please use the spreadsheets provided when conducting surveys. The Forest Service enters data into a national database called Natural Resource Management (NRM) Wildlife. These sheets capture the required data.

Wildlife Observations:
Any animals (or their sign) encountered during surveys.
Protocol Survey Data (Visits):
▪ This spreadsheet is required for ALL protocol surveys of target species (spotted owl, arroyo toad, southwestern willow flycatcher, etc).
▪ Enter any observations of targeted species under the Wildlife Observations tab.
▪ Please note ALL survey visits, including those with negative responses, must be entered in the spreadsheet
Sites:
Enter nests found for target species observed during protocol surveys, if applicable.
Enter information for any bat roost sites, if applicable.

Note: This copy has directions written in each column. Allowed values are represented in blue. Definition of values listed in separate "Definitions" tab.

Please provide an electronic copy of this data with directions.
