The U.S. Department of Agriculture Forest Service is seeking a small business contractor to perform Golden Eagle Surveys, with a period of performance from approximately August 15, 2025 to December 31, 2026. The procurement is set aside for 100% small businesses under NAICS code 541620 (Environmental Consulting Services) with a $19M size standard.

The Q&A document reveals key details about the solicitation, including that the previous contractor was GMS (contract #127EAT24P0034), and no specific helicopter requirements exist beyond capability to perform the work. Notably, the Forest Service declined requests to break out helicopter survey hours in the pricing schedule and will not provide past survey results. The contract is exempt from Service Contract Act regulations, and no additional permits are expected to be required for the survey work.
