About this file
This is a Design Criteria document for the U.S. Army Corps of Engineers (USACE) Nashville Office, dated July 1, 2026, and designated as Exhibit "C" to RLP 110EKFB.
The document establishes design specifications for a permanent office relocation accommodating 400 civilian and military personnel in Nashville, Tennessee. The primary design objectives emphasize creating a flexible, creative environment that fosters open communication through collision spaces, maximizes natural light via floor-to-ceiling glazing on fixed offices, and reflects USACE's mission and core values. Finishes include carpet tile in office spaces and 4.5–5 mm luxury vinyl tile in common areas and kitchens to reduce transition strips and provide acoustic properties. The space must address acoustic privacy through flooring treatments, acoustic wall and ceiling materials, and a sound masking system.
Space requirements include one lounge/kitchen per floor with collaborative monitors, coffee shop atmosphere, and standard appliances; height-adjustable open office workstations (6'–0" x 8'–0") configured in 4–6 person pods with dual 24-inch monitors and powered teaming tables; private offices with glass storefronts featuring one 200 sq ft office, one 150 sq ft office, and four 100 sq ft offices per typical floor; meeting and breakout areas totaling one 250 sq ft meeting space, one 100 sq ft breakout space, and two 50 sq ft quiet rooms per floor; centralized copy/print stations; a dedicated conference floor with one 50-person conference room and ten 15–30 person meeting rooms; one 10' x 10' telecommunications closet per floor with cooling capacity of up to one ton; one warehouse/receiving area; and one lab space with fume hood for chemical ventilation. Systems required include zoned sound masking with upward-mounted speakers, conference room audiovisual systems with Microsoft Teams interoperability and Video Teleconferencing capability subject to USACE G6 approval and Trade Agreements Act compliance, and flexible lighting controls with occupancy sensors and window shade controls for ambient adjustment.

Project Introduction
1.1 Purpose
The purpose of this document is to define a basic scope for a permanent space relocation of the U.S Army Corps of Engineers (USACE) into a new office in Nashville, TN. USACE requires a permanent space for a staff of 400 civilian and military personnel.
1.2 Design Objectives
The main objective for the design of the space is to create a flexible environment to foster creativity and open communication. The space shall utilize many different seating groups to create collision spaces for employees to have productive discussions. The design shall maximize floor to ceiling glazing on fixed offices and hard walls to allow natural light to penetrate into the entire workspace. The environment shall emphasize the spirit of USACE by focusing on our mission and core values. Finishes for the space shall include carpet tile in the majority of offices spaces with luxury vinyl tile in the common areas and kitchen. A 4.5- 5 mm thick luxury vinyl tile shall be used for reduction of transition strips as well as acoustical properties. Addressing acoustical privacy is an important design consideration for an open office environment. Flooring and acoustical wall and ceiling treatments shall be utilized as well as a sound masking system.

Systems Required
3.1 Sound Reinforcement Sound Masking
The open office area concept is to have a zoned sound masking system. The concept could include upward mounted masking speakers connected to a separate amplifier and producing white noise or an active component.
The head end equipment including amplifiers and sound masking generation equipment will be provisioned in the Telecommunications Room referenced above.
3.2 Conference Room AV systems

The system shall support interoperability with Microsoft Teams and other enterprise collaboration platforms to facilitate audio, video, and content sharing for in-person and remote participants.
The AV infrastructure shall include centralized control, display, and management components integrated with room scheduling functionality to ensure efficient utilization of conference spaces. Systems shall be designed to provide seamless presentation and conferencing experiences with standardized user interfaces and consistent functionality across all rooms.
At least one conference space shall be provisioned to support Video Teleconferencing (VTC) capabilities suitable for secure and mission-critical communications. All conference rooms shall include necessary connectivity to the Telecommunications Room to support AV transport, control, and network integration requirements.
Required AV equipment shall be installed within or in close proximity to the conference rooms as necessary to support system performance, maintainability, and operational reliability.
All proposed systems, equipment, and configurations shall be subject to review and approval by USACE G6 prior to procurement and implementation. All components and solutions shall comply with applicable U.S. Government cybersecurity and information assurance requirements, including adherence to current security frameworks and policies. Additionally, all hardware and software components shall be Trade Agreements Act (TAA) compliant
3.3 Lighting Controls
Lighting Controls will need to be furnished for occupancy and control of lighting in the environment. Flexibility to adjust lighting to account for ambient and group reconfiguration would be of value. Shade controls should be considered in office spaces that adjoin windows.
