About this file
This is a Cost Proposal exhibit for Competitive Solicitation No. 2027-01 issued by the State of Washington for the Washington Saves Program Administration and Investment Management. The solicitation seeks qualified bidders to provide program administration, investment management, or both services, including program operations, IRA administration and recordkeeping, custodial and customer service, online platforms, reporting, compliance and communications support, and the design, management, monitoring, and reporting of program investment options. Bidders may propose investment options across five subcategories: Target Date Retirement Funds/Default Option, Capital Preservation/Liquidity Option, Growth/Equity Option, Income/Fixed Income Option, and Additional/Optional Investment Options. Bidders proposing multiple investment options may receive separate evaluations and scores for each applicable subcategory.
The Cost Proposal section accounts for 45 points out of 100 total evaluation points, with the remaining 55 points allocated to Scored Non-Cost Factors. For each Investment Option subcategory, the bidder proposing the lowest Total Investment Expense—defined as the total annual investment-related expense borne by participants including investment management fees, fund expense ratios, and any other investment-related expenses or charges—will receive the full 45 cost points available for that subcategory. Other competing bidders will receive a proportional share of points based on their proposed Total Investment Expense compared to the lowest-cost proposal using the formula: (Lowest Total Investment Expense ÷ Bidder's Total Investment Expense) × 45. Bidders must provide all proposed fees, expenses, and other costs associated with each Investment Option in their Cost Proposal, as amounts not included may not be charged at a later date. The State of Washington has indicated this is the bidder's best proposal with no opportunity for negotiation or best-and-final offers due to state contracting rules.

Competitive Solicitation No: 2027-01
EXHIBIT C – COST PROPOSAL BID PRICE
CATEGORY 2 – INVESTMENT MANAGEMENT (TOTAL INVESTMENT EXPENSE)
BIDDER:
Instructions:
The Cost Proposal section accounts for 45 points out of the total 100 points in the Category 2 RFP evaluation. The remaining 55 points are allocated to Scored Non-Cost Factors as provided in Exhibit B.
Using this Cost Proposal, Bidder must provide all proposed fees, expenses, or other costs associated with each Investment Option for which the Bidder is submitting a proposal. Amounts, fees, expenses, or charges not included in the Cost Proposal may not be charged or assessed at a later date. This must be the Bidder’s best proposal – there will not be an opportunity to negotiate or otherwise provide a best-and-final offer, due to State of Washington contracting rules.
For purposes of evaluation and scoring, “Total Investment Expense” means the total annual investment-related expense borne by participants for the applicable Investment Option, including the investment management fee, fund expense ratio, and any other investment-related expenses or charges applicable to the option.
Category 2 proposals will be evaluated and scored separately by applicable Investment Option subcategory. Each proposed Investment Option will be evaluated against other substantially comparable Investment Options within the applicable subcategory. A Bidder proposing Investment Options in more than one subcategory may receive a separate evaluation and score for each applicable subcategory (see table below).
Subcategory
Investment Option
1
Target Date Retirement Funds / Default Option
2
Capital Preservation / Liquidity Option
3
Growth / Equity Option
4
Income / Fixed Income Option
5
Additional/Optional Investment option(s)
For each Investment Option subcategory, the Bidder proposing the lowest applicable Total Investment Expense will receive the full 45 cost points available for that subcategory. Other Bidders competing within the same subcategory will receive a proportional share of points based on their proposed Total Investment Expense compared to the lowest-cost proposal.
Investment Management Cost Score = (Lowest Total Investment Expense for the applicable Investment Management subcategory ÷ Bidder’s Total Investment Expense for that subcategory) × 45
For Subcategory 5 – Additional/Optional Investment Options, proposed options will be evaluated against other proposals for substantially similar investment products or strategies. For example, an ESG equity option would be compared against other substantially similar ESG or values-based equity options rather than against unrelated investment products. The Board will separately determine whether to include any Additional/Optional Investment Option in the Program’s investment lineup.
Total Investment Expense
(a) Please complete the following table for each Investment Option the Bidder proposes. Bidders may propose one or more Investment Options in one or more Investment Management subcategories.
If proposing a Target Retirement Date Option consisting of multiple portfolios, specify the total investment expense for each proposed portfolio. If the proposed fees vary among portfolios within the Target Retirement Date Option, Washington Saves may use the arithmetic average of the proposed portfolio fees for evaluation and scoring purposes.
