· Describe any financial modeling, savings tools, calculators, or other participant education tools available through the participant portal or website.

8.
Roth and Traditional IRA Functionality and Saver’s Match Readiness. Washington Saves seeks to award a contract to a bidder that can support both Roth IRA and Traditional IRA functionality and position eligible participants to receive federal Saver’s Match contributions with minimal friction. The selected contractor must be able to administer IRA account types in a manner that is clear to participants, operationally feasible for employers and the Program, and aligned with applicable federal requirements.

To meet the minimum acceptable standard [0%]: The bidder must confirm its ability to administer both Roth IRAs and Traditional IRAs for Washington Saves and describe how participants may elect, change, or maintain Roth IRA and Traditional IRA contributions. The bidder must also describe how it will support Washington Saves in positioning eligible participants to receive Saver’s Match contributions, including any operational, technological, account-type, or participant-experience considerations.

Bidders who do not meet this minimum acceptable standard will be disqualified from further consideration.

The selected contractor must support manual payroll contribution submission at no out-of-pocket cost to employers and provide access to payroll integration options that help employers automate or simplify contribution submission where available.

To meet the minimum acceptable standard [0%]: The bidder must describe its payroll contribution submission methods, including manual submission, automated submission, payroll provider integrations, contribution file requirements, payment/remittance methods, and reconciliation processes. Value-Added Considerations: Responses will be scored more favorably if they demonstrate:

· A higher number of currently operational payroll provider integrations relevant to Washington employers;

· Higher-quality integration types, such as direct API integrations or automated file transfer processes, that reduce manual employer work;

· Clear, employer-accessible instructions and setup processes for identifying, activating, and using payroll integrations;

· A commitment that employers will not be charged fees by the bidder, its subcontractors, affiliates, vendors, or third-party integration providers to use payroll integrations supported through the bidder’s platform;

· Reliable contribution submission, payment, and reconciliation processes that reduce file errors, funding mismatches, and manual correction needs; and
