About this file
Exhibit C is a bid sheet for demolition and removal services issued by the Florida Department of Transportation District 3 covering 16 counties in northern Florida. The solicitation (ITB-26-3014-CS) seeks unit pricing from qualified contractors for comprehensive demolition and removal services including residential structures (frame, concrete block, and masonry in single and multi-story configurations ranging from 0 to 5,000+ square feet), commercial and industrial structures (metal, frame, concrete block, and masonry in multiple size categories), mobile homes, signs and utility poles, foundation and slab removal, well and septic system abandonment, debris removal, site clearing and grubbing, fence installation and removal, building securing, and equipment rental. Bidders must provide unit costs for all 118 line items across four major categories. Technical questions are due February 23, 2026, at 4:00 p.m. Central Time, with sealed bids due March 4, 2026, at 10:30 a.m. Central Time via email to D3.Purch@dot.state.fl.us. The public bid opening will occur March 4, 2026, at 2:00 p.m. at 1074 Highway 90, Chipley, Florida, with intended award notification on March 6, 2026. The contract is structured as an indefinite quantity, term-based agreement commencing March 27, 2026, for 36 months with possible renewal for up to three additional years.
Compensation is calculated based on the unit prices submitted on the bid sheet, applied to a sample project methodology used to determine award. The Department intends to award two contracts—one based on low bid and one as a supplement. Bidders must be registered in MyFloridaMarketplace, demonstrate a minimum of two years of active engagement in demolition services, submit written qualifications with references, and complete all line items on the bid sheet; blank or "N/A" entries will render bids non-responsive. A performance bond of $30,000 and general liability insurance with combined bodily injury limits of $200,000 per person and $300,000 per occurrence are required, supported by a surety company letter documenting bond obtainability. Compensation is subject to prevailing wage rates for federally funded projects under the Davis-Bacon Act and applicable federal and state environmental regulations, with liquidated damages assessed at $100 per day for failure to meet completion dates. All payments are subject to the MFMP Transaction Fee in accordance with Form PUR 1000 General Contract Condition #7d. Specific budget or award value ranges are not disclosed in the solicitation documents.
